MUNICIPAL DEMARCATION BOARD STAKEHOLDER'S AWARNESS CAMPAIGN ON DELIMINATION OF WARDS FOR THE 2026 LOCAL GOVERNMENT ELECTIONS (LGE)

On Monday 14 October 2024, The Municipal Demarcation Board (MDB) conducted a stakeholder's awareness campaign in Lebowakgomo, Civic Centre Hall to inform the stakeholders about the upcoming 2024/2025 municipal ward delimitation process and to encourage greater public participation.

The MDB is a statutory body responsible for reviewing and recommending changes to municipal boundaries and the number and configuration of wards within municipalities. The delimitation process is a critical exercise that ensures that municipalities are divided into wards that are equitable in terms of population size and geographical area.

The awareness campaign was attended by representatives from the Lepelle-Nkumpi Local Municipality, traditional leaders, ward councillors, and ward committee members. The MDB representative, Mr. Tshifhiwa Nethanani provided an overview of the delimitation process, including the criteria that will be used to determine ward boundaries. He also explained the importance of public participation in the process and encouraged all stakeholders to submit their views and suggestions.

The MDB has established a public participation process that will allow residents to have their say on the proposed ward boundaries. The process will include public meetings, online surveys, and written submissions. The MDB will also be working with local stakeholders, such as traditional leaders and community organisations, to ensure that the voices of all residents are heard.

The delimitation process is expected to be completed by the end of 2024. The MDB will then submit its recommendations to the Minister of Cooperative Governance and Traditional Affairs, who will make the final decision on the ward boundaries.

MAYOR MOLALA GRACES WATERBERG TVET COLLEGE GRADUATION CEREMONY

In a momentous occasion that celebrated academic achievement and community progress, the Mayor of Lepelle-Nkumpi Local Municipality, Cllr. Dr Meriam Molala, attended the graduation ceremony of Waterberg TVET College, NCV Courses. The event was held at Lebowakgomo, Civic Centre on Wednesday, 02 October 2024.

The graduation ceremony was a grand affair, filled with pride and anticipation. Hundreds of students, clad in their graduation gowns, eagerly awaited their moment to receive their diplomas. MAYOR MERIAM MOLALA JOIN SOLIDARY WALK TO LAUNCH 2024 MATRIC COUNTDOWN

Today, 20 September 2024 Lepelle-Nkumpi Local Municipality Mayor, Cllr. Dr. Meriam Molala joined Limpopo Premier, Dr Phophi Ramathuba, MEC for Education Mme Mavhungu Lerule-Ramakhanya and hundreds of students, parents, and teachers on a solidarity walk to officially launch the 2024 Matric Countdown. The event aimed to motivate and inspire matriculants as they are left with 31 days before the commencement of the 2024 National Senior Certificate Final Examination.

The walk, which began at SJ Van Der Merwe Technical High School and concluded at Lebowakgomo Civic Centre, was a symbol of unity and support for the class of 2024. Mayor Molala, along with other dignitaries, participated in the march, encouraging students to remain focused and dedicated to their studies.

MAYOR MOLALA INTRODUCES CONSULTING ENGINEERS TO WARD COUNCILLORS TO ENHANCE SERVICE DELIVERY

Cllr Meriam Molala, Mayor of Lepelle-Nkumpi Local Municipality, joined by Cllr Mamashele Makgahlele, Chairperson of Infrastructure on Friday, 30 August 2024, introduced a panel of seven (07) Civil Engineering Consultants to Ward Councillors at Lebowakgomo Civic Centre Hall. Our consultant engineers will work closely with the municipality for a period of three years to plan, monitor and design roads and storm water control systems, sports recreational facilities and bridges, among others in all the identified and affected wards.

To meet the needs of the community, the Mayor stressed the importance of collaboration between the municipality, Ward Councillors, and Consulting Engineers. Ward Councillors are encouraged to actively engage with engineers and provide valuable insight on establishing project steering committees as well as other specific challenges and priorities of their wards. Mayor Molala urged the Engineers to be committed to the 3-month design period, which includes working with other government stakeholders to obtain permits such as water use licenses, environmental permits, work permits, and geotechnical surveys, among others.

Ward Councillors expressed enthusiasm for the initiative and welcomed the opportunity to work with Consulting Engineers. They highlighted the urgent need for infrastructure upgrades in their wards and expressed confidence that the engineers' expertise will be invaluable in addressing these challenges.

LNM SCHOLAR PATROL ROAD SAFETY PROGRAMME

The scholar patrol on the R37 road in Staanplaas Villge, Ga-Mphahlele between Molapo Matebele Primary School and Boikhutsong High School is an important part of road safety education and essential to enhancing the safety of schoolchildren.

This is a road safety initiative led by Lepelle-Nkumpi Local Municipality's Road Traffic and Safety Unit under the Community Services Department, with the assistance of the educators from the two schools. As part of continuous monitoring of learner safety at these schools, patrol on the busy R37 road is done in the mornings and afternoons.

Motorists using the R37 are urged to follow the rules of the road and signs with a further caution to reduce speed.

LEPELLE-NKUMPI LOCAL MUNICIPALITY BENEFIT FROM ROAD AGENCY LIMPOPO (RAL) - MUNICIPAL ROAD REHABILITATION PROGRAMME

Lepelle-Nkumpi Local Municipality has signed a Memorandum of Agreement (MoA) with the Limpopo Roads Agency (RAL) as part of the municipal intervention programme based on the District Development Model (DDM).

The MoA is designed to bridge the gap in construction, engineering, and expertise needed to rehabilitate damaged streets and roads in both towns and residential areas.

Commencement of routine road maintenance projects on a 10 km stretch of road in Lebowakgomo Zone A, B, S, and Mathibela will improve travel conditions for motorists. Residents and businesses will benefit from improved road conditions, resulting in safer and more efficient commutes.

As part of the project scope of work, pothole patches will be filled, roads will be cleaned, asphalt will be overlayed, speed bumps will be erected, storm water facilities will be cleaned, and road markings will be applied.

The project will benefit the local community by creating job opportunities for the unemployed in various wards through the adoption of Expanded Public Works Programme (EPWP) guidelines.

Routine road maintenance is an important investment in the infrastructure of the community. It will not only enhance road safety and driving experience but will also contribute to the township's overall economic development. By working together, residents and authorities must ensure a smooth and successful completion of this important project.

MAYOR APPRECIATE COMMUNITY PARTICIPATION IN THE 2024/2025 DRAFT IDP AND BUDGET CONSULTATION MEETINGS

The Mayor of Lepelle-Nkumpi Local Municipality, Cllr Dr Meriam Molala expresses deep gratitude to the community. She thanks the community members for actively being involved and giving inputs into the municipality's plans while expressing their needs and challenges.

The Integrated Development Plan (IDP) is a vital tool used in ensuring that the voices and opinions of community members are heard then considered in the planning and development of the municipality.

The engagements started with Traditional Leaders as part of the IDP consultion process plan. Their input in the IDP process is crucial as it also covers issues of social and cultural nature.

Acknowledging concerns community members raised, she stressed the importance of continuous stakeholder engagement.

As the process of consolidating community inputs nears its end, the Mayor thanked the communities who came in their numbers in Mafefe, Ga-Mphahlele, Zebediela, and Lebowakgomo clusters to partner with the municipality in making sure that we build a better municipality.

The final 2024/2025 IDP/Budget document will be approved on the 17 May 2024 at Civic Centre Hall.

During the meetings, Mayor Molala presented the Draft 2024-2025 IDP and Budget, highlighting key areas of focus. MUNICIPALITY CHARTS COURSE FOR THE FUTURE AT ORGANISATIONAL STRATEGIC PLANNING SESSION

Today, Lepelle-Nkumpi Local Municipality concluded a successful two days Organisational Strategic Planning Session at Meropa Casino & Entertainment World in Polokwane from the 17-18 March 2024. Bringing together councillors, municipal officials, and traditional leaders to chart a course for the future.

The purpose of this session was to identify key priorities, developing actionable strategies, and ensuring the municipality remains responsive to the needs of its residents and also to present the 2024/2025 - 2026/2027 Draft Budget and all budget-related policies, engage in the strategic growth of the municipality and give performance feedback for the 2023/2024 financial year, which will show the status quo of all projects and future plans (IDP, SDBIP, and Budget).

Mayor, Dr. Cllr. Meriam Molala in her opening remarks reflected on the journey of the previous financial year with an emphasis on the challenges that were experienced but also touched on all the good things that happened and plans that will take the municipality forward.

"This Organisational Strategic Planning Session is a vital opportunity to reflect on our progress and identify areas where we can improve. she further reminded all councillors that the planning session is in preparation for their second financial year in office, we should not be starting the planning process, but instead review and ensure that we implement what is in the five years IDP" said Mayor Molala, assuming that this IDP/Budget addresses the following key issues:

    The budget covers all the 30 wards and traditional authorities in infrastructure projects.
    Decentralisation of services through Thusong Service Centres and Maintenance Cost Centres and Maintenance teams.
    To prioritise development of our Town Lebowakgomo (which is our District Growth Point) and Magatle which is in our Municipal Growth Point and further identified as by our Spatial Development Framework.
    Our programmes must have element of increasing revenue base, which will probably be brought about by development of urban centres at Lebowakgomo and Magatle to Mehlareng. This will impact not only on our financial sustainability, but also on our existence because we must have revenue as municipality in order to sustain ourselves.

The session began with a review of the current landscape. Participants discussed recent accomplishments, ongoing challenges, and emerging trends that could impact the municipality. This analysis provided a solid foundation for brainstorming future goals.

Through facilitated discussions and interactive exercises, the group identified key areas for focus. These priorities might encompass infrastructure development, economic growth, environmental sustainability, or social well-being, depending on the specific needs of the municipality.

The Acting Municipal Manager Ms. Dorothy Diale in closing presented the declarations and resolution of the session, also reaffirming that the outcomes of the strategic planning session will be compiled into a comprehensive plan outlining the municipality's vision, goals, strategies, and timelines. This document will serve as a roadmap for decision-making and resource allocation in the coming years.

MUNICIPAL CLEANING CAMPAIGN AND GREENING EXPANDED PUBLIC WORKS PROGRAMME (EPWP) LAUNCHED

On the 22 December 2023, in a vibrant ceremony pulsating with community spirit, the municipality officially held a cleaning campaign and launched its much-anticipated Cleaning and Greening Expanded Public Works Programme (EPWP) in partnership with the Department of Fisheries, Forestry and Environment. This exciting initiative promises to not only reinvigorate the municipality cleanliness but also empower residents with valuable work opportunities.

Through this programme, 750 temporary work opportunities have been created for unemployed community members to embark on cleaning and greening activities.

Cleaning and Greening EPWP workers from all municipal thirty (30) wards were joined by, councillors, officials, environmental activists, and enthusiastic volunteers. The atmosphere crackled with energy as the Mayor spoke about the campaign's transformative potential. " The programme must also aim at addressing food insecurity challenges at household level and rising unemployment in the municipality to enhance human dignity as well as instilling pride in communities."remarked Mayor Molala.

But the true stars of the show were the 750 residents enrolled in the EPWP program. Equipped with gloves, brooms, and unwavering spirits, they rolled up their sleeves, ready to tackle the challenge. This program offers them not just income but also the chance to contribute directly to their municipality's well-being.

The campaign targets key areas across the municipality, from parks and streets to community centres and drainage systems. The focus is on removing litter, clearing illegal dumping sites, and promoting responsible waste management practices.

GA-MPHAHLELE COMMUNITY BENEFITS A ROAD INFRASTRUCTURE PROJECT

Today, 18 September 2023, The MEC for Limpopo Department of Public Works, Roads and Infrastructure (LDPWRI), Mme Nkakareng Rakgoale, together with Roads Agency Limpopo (RAL) has handed over a contractor and an engineer for the implementation of an upgrading project of Roads D4090, D4093, D4094 and D4096 (Malemati Roads) at Maralaleng Community Hall, Ga-Mphahlele.

The construction project of the Malemati Roads will entail the upgrading from gravel to tar, of Roads D4090, D4093, D4094, and D4096. The total length of the entire road network under design is 28.29km which will be done in phases. Currently Roads Agency Limpopo will be implementing the 1st phase of 3km with a total budget of R40 million rand.

MEC Rakgoale has urged community stakeholders to cooperate with Roads Agency Limpopo for the smooth implementation of the project. She further highlighted that the contract makes provision for the employment of local labourers and the employment of SMMEs.

Lepelle-Nkumpi Local Municipality in partnership with the Department of Sport, Arts and Culture (Capricorn District) and Lekgoledi Arts and Cultural Centre celebrated the build-up Heritage Day Celebration, held at Tooseng Community Hall in Ga-Mphahlele on the 05 September 2023.

Community members and different cultural groups around Lepelle-Nkumpi came in numbers to celebrate the colourful and cultural build-up event, with the showcasing of artifacts, sharing of indigenous cuisine which was followed by a cultural parade then interactive programme.

The main purpose of the events was to remind communities about the importance of preserving heritage, arts and culture, whilst the key messages included restoration of dignity, respect, encouraging moral regeneration, Ubuntu, Anti-Gender Based Violence and Femicide. Furthermore, the event showcased the talent of young musicians, support local businesses, contribute to job creation, and promote the development and growth of the rural creative sector in the Capricorn District.

LEPELLE-NKUMPI LOCAL MUNICIPALITY HOST WARD COMMITTEE CONFERENCE TO IMPROVE SERVICE DELIVERY

Ward Committees are established as a catalyst for service delivery at a local sphere of government in terms of the Municipal Structures (Act 117 of 1998). Lepelle-Nkumpi Municipality (LNM) is currently hosting the Ward Committee conference over three days, 17-19 May 2023 at Oasis Lodge in Mokopane to deliberate with our service delivery foot soldiers as they tackle issues of service delivery, how best they can work together to serve the community of Lepelle-Nkumpi as well as sharing challenges and successes.

The conference is attended by municipal Councillors, officials, Ward Committee members, Community Development Workers (CDWs) and Traditional Leaders. In the spirit of cooperative governance, representatives of Capricorn District Municipality (CDM), Cllr Billy Choshi, officials from Limpopo department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA), Social Development among others graced the conference.

LNM Speaker, Cllr Joyce Nkoabela in her opening address praised the path taken by Ward Committees, for their commitment and efforts which ensures that service delivery is enjoyed by the rural people of the municipality. “Working hand in hand with Ward Councillors, you are reporting on matters affecting the Wards you are serving. We really admire your spirit of public service and we really appreciate your work”, said Cllr Nkoabela.

A report from municipality’s 30 Wards on delivery of services on areas such as water, electricity, housing, sanitation, roads, storm-water and drainage and social services including health, safety and security will be presented.

The importance of capacitating Ward Committees as a way of improving their skills towards working with the communities in reinforcing Back-to-Basics model as adopted by the Presidential Summit on local government by putting people first “Batho Pele” was also highlighted.

In her message of support, Mayor of LNM, Cllr Meriam Molala said, "As the country is celebrating 29 years of freedom and democracy, under the theme: “Consolidating and Safeguarding Democratic Gains” we must acknowledge the achievements made such far in dealing with service delivery challenges. Our communities want us to redouble our efforts in addressing the triple challenges which are unemployment, poverty and inequality as identified in the Integrated Development Plan".

LEPELLE-NKUMPI MUNICIPALITY NETBALL INTER-CLUSTER PLAYOFFS TOURNAMENT

Saturday, 20 August 2022, Lepelle-Nkumpi Local Municipality in partnership with the Department of Sports, Arts and Culture (DSAC) and Lepelle-Nkumpi Netball Association held a successful netball Inter-Cluster tournament at Lebowakgomo Stadium.

The main objective of the tournament is to revive and encourage youth to play netball within all the four clusters of Lepelle-Nkumpi, namely Lebowakgomo, Mphahlele, Zebediela, and Mafefe-Mathabatha clusters.

The inter-cluster tournament had 33 teams consisting of 12 players and 3 management participating in a knockout competition, which will see position 1 and 2 winners in the senior division be promoted to the district level, while those in the under 15 and 13 division will represent Lepelle-Nkumpi Local Municipality at the Department of Sports, Arts and Culture funded camp.

In attendance was the Council Chiefwhip, Cllr. Given Sello, Community Services portfolio member, Cllr. Ramoloko Phele, Ward 14 Cllr. Kekana, Department of Sports, Arts and Culture officials, Lepelle-Nkumpi Sports Confederation officials, and Capricorn Netball Association officials.

SALGA 2022-2023 MUNICIPAL AUDIT AWARDS GALA DINNER

Yesterday, 19 March 2024, South African Local Government Association (SALGA) awarded Lepelle-Nkumpi Local Municipality for achieving an Unqualified Audit Opinion / Most improved audit performance for the 2022/2023 Financial Year at Fusion Boutique Hotel, Polokwane.

The prestigious event serves as a platform to recognise excellence in governance, innovation, and sound financial management within local government; recommit all municipalities to a programme of action that will bring them in line with the imperatives of the clean audit programme; and strengthen compliance with legislation and other prescripts.

Lepelle-Nkumpi Municipality Mayor, Dr Cllr Meriam Molala is excited about the award, saying that the Municipality has improved drastically from the 2021/2022 Financial Year audit outcome. The administration has ensured budgetary processes focus on the urgent needs of indigent communities, through investment in infrastructure, provision of free basic services, and the growth of the local economy.

LEPELLE-NKUMPI LOCAL MUNICIPALITY BENEFIT FROM ROAD AGENCY LIMPOPO (RAL) - MUNICIPAL ROAD REHABILITATION PROGRAMME

Lepelle-Nkumpi Local Municipality has signed a Memorandum of Agreement (MoA) with the Limpopo Roads Agency (RAL) as part of the municipal intervention programme based on the District Development Model (DDM).

The MoA is designed to bridge the gap in construction, engineering, and expertise needed to rehabilitate damaged streets and roads in both towns and residential areas.

Commencement of routine road maintenance projects on a 10 km stretch of road in Lebowakgomo Zone A, B, S, and Mathibela will improve travel conditions for motorists. Residents and businesses will benefit from improved road conditions, resulting in safer and more efficient commutes.

As part of the project scope of work, pothole patches will be filled, roads will be cleaned, asphalt will be overlayed, speed bumps will be erected, storm water facilities will be cleaned, and road markings will be applied.

The project will benefit the local community by creating job opportunities for the unemployed in various wards through the adoption of Expanded Public Works Programme (EPWP) guidelines.

Routine road maintenance is an important investment in the infrastructure of the community. It will not only enhance road safety and driving experience but will also contribute to the township's overall economic development. By working together, residents and authorities must ensure a smooth and successful completion of this important project.

LEPELLE-NKUMPI ORGANISATIONAL STRATEGIC PLANNING SESSION

The Council and Management of Lepelle-Nkumpi Local Municipality held a progressive two days Organisational Strategic Planning Session at Warmbarths Forever Resort in Bela-Bela from 23 - 24 March 2023.

Municipal Manager Ms Morongwe Monyepao presented the Municipal overview, indicating that the strategic planning culminates from the management strategic planning session that took place in February this year. "The purpose of this session is to present the 2023/24 - 2025/26 Draft Budget and all budget-related policies, also engage in the strategic growth of the municipality and give performance feedback for the 2022/2023 financial year, which will show the status quo of all projects and future plans (IDP, SDBIP, and Budget).

The mayor, Cllr. Meriam Molala in her opening remarks reflected on the journey of the previous financial year with an emphasis on the challenges that were experienced but also touched on all the good things that happened and plans that will take the municipality forward.

"Our performance as the Council of 2021-2026 is going to be evaluated against service delivery targets. It must be about the number of jobs created and a number of new households provided with services. This is the reason for our existence as the municipality and certainly where we should focus our energies and expertise." Mayor Molala said.

She further reminded all councillors that the planning session is in preparation for their second financial year in office, we should not be starting the planning process, but instead review and ensure that we implement what is in the five years IDP, assuming that this IDP/Budget addresses the following key issues:

1. The budget must cover all the wards and traditional authorities in infrastructure projects.

2. Decentralisation of services through Thusong Service Centres and Maintenance Cost Centres.

3. Priorities development of our Lebowakgomo Township (which is our District Growth Point) and Magatle, which is in our Municipal Growth Point and further identified by our Spatial Development Framework.

4. Our programmes must-have elements of the increased revenue base, which will probably be brought about by the development of urban centres at Lebowakgomo and Magatle. This will impact not only our financial sustainability but also our existence because we must have revenue as a municipality in order to sustain ourselves.

A representative from Capricorn District Municipality, Infrastructure Department and sector departments such as Provincial Treasury and SALGA was invited to present their project status quo and councillors' benefits programmes.

UNVEILING OF THE BRAND-NEW STUDIOS AT ZEBEDIELA COMMUNITY RADIO STATION

On Saturday 18 February 2023, The Media Development & Diversity Agency (MDDA), led by the Deputy Minister in the Presidency, Ms. Thembi Siweya, (MP) accompanied by the Mayor of Lepelle-Nkumpi Municipality, Cllr Meriam Molala, Capricorn District Municipality, Member of the Mayoral Committee, Cllr Matome Masoga and MDDA board chairperson, Dr. Hlengani Mathebula unveiled the brand-new state-of-the-art broadcast studios at Zebediela Community Radio Station 93.1.

Zebediela Community Radio station is located at Moletlane Tribal Offices. The station's broadcast license covers 32 semi-rural villages which are under Kgoshi Sello Madimetja Kekana III. Zebediela Community Radio’s slogan is Lentsu la Setshaba (the voice of the nation), the station’s broadcast languages are, 45% Sepedi, 30% isiNdebele,15% Xitsonga, 5% English, and 5% local dialects. The broadcast format is 60% talk and 40% music.

Deputy Minister, Ms. Thembi Siweya explained that this new radio studio is part of the government’s wider commitment to investing in local radio, ensuring that broadcasters have the resources and technology necessary to produce high-quality content.

"The studio will also serve as a hub for community radio and educational programs, providing a space for local people to come together and create engaging radio projects. We also hope and believe that this new studio will be a source of pride and joy for the local community, and enable them to have access to the latest broadcasting technology" Ms. Siweya remarks

The community radio station has formed partnerships with NGOs and government departments in the area to address social ills like crime, health, domestic violence, and alcohol and drug abuse. Zebediela Community Radio has also committed itself, through the Gender Links Centre of Excellence to contribute towards, amongst others, promoting gender balance and sensitivity in its staff composition, institutional culture, and practice.

LNM MANAGEMENT STRATEGIC PLANNING SESSION

Lepelle-Nkumpi Local Municipality kick-started its Management Strategic Planning Session held at Bolivia Lodge in Polokwane from 16 - 17 February 2023.

The purpose of the session is to engage in the strategic growth of the municipality and give performance feedback for the 2022/2023 financial year, which will assist the municipality in knowing the status quo of all projects and future plans (IDP, SDBIP, and Budget). Out of this session, we will have IDP strategies and performance indicators plus proposed projects for the 2023/2024 financial year.

The session allows colleagues an opportunity to self-reflect, self-access, and creatively position the municipality to deliver on its mandate in order to accelerate service delivery.

Leading the discussions, the Municipal Manager, Ms. Morongwe Monyepao, encouraged all colleagues to continue working together towards delivering better services and ensuring that the residents of Lepelle-Nkumpi become the center of priority.

MEC FORAGRICULTURE AND RURAL DEVELOPMENT, THABO MOKONE LAUNCH HARVESTING SEASON

The Mayor of Lepelle-Nkumpi Local Municipality, Cllr. Meriam Molala, and Capricorn District Municipality, MMC for Finance, Cllr. Maria Ramokolo joined the MEC for Department of Agriculture and Rural Development, Mr. Thabo Mokone at Ground Stone Peach Farm, Matome Village in Zebediela, for the information sharing session on peach production and launching of the peach harvesting season.

Ground Stone Farm is one of the emerging farmer's projects producing peach in Lepelle-Nkumpi Municipality. The project is on a 12 hectares peach production farm which was established in 2014 by the Serage Family. The different cultivars of peaches planted at the farm are yellow peaches, nectarines and red peaches. The farm employs 10 permanent employees and 30 are hired during harvest time.

The Groundstone project supplies peaches to Woolworth, Pick n Pay, Spar and other local retailers.

MEC Thabo Mokone, in his keynote address "Applauded the Serage Family who managed to plant 16000 trees, with a good erected irrigation infrastructure, storage and mini package facility with their own equity and through this magnificent project, 10 permanent jobs and additional temporary job opportunities are created during planting, thinning and harvesting"

CAPRICORN DISTRICT MUNICIPALITY INSPECT GA-MPHAHLELE BULK WATER PROJECTS

The Mayor of Lepelle-Nkumpi Local Municipality, Cllr. Meriam Molala joined the Executive Mayor of Capricorn District Municipality, Cllr Mamedupi Teffo and Mayoral Committee team members yesterday, 16 November 2022, at Ga-Mphahlele to inspect progress on the construction of Ga-Mphahlele Regional Water scheme that will be reticulating water to the following communities Bolatjane, Phalakwane, Mogodi, Makurung and Dithabaneng.

The multi-million bulk water supply scheme is expected to be completed in February 2023 and scope of work consists of 3 x 4,5ml (mega-litres) reservoirs and 1 x 9ml reservoir, construction of manhole chambers to accommodate connection points, installation of air valves, gate valves, and a telemetry system at the reservoirs to monitor the flow and leakages. This project is at more than 80% construction and on completion, it will augment the supply of water in Ga-Mphahlele area.

MAYOR MOLALA VISIT GROUNDSTONE PEACH ORCHARD FARM AT MATOME VILLAGE

Today, 03 November 2022, The Mayor Cllr. Meriam Molala, accompanied by the Land, Local Economic Development, Planning and Housing, portfolio chairperson, Cllr. Octovia Molomo visited the Ground Stone Peach Farm under the ownership of Ms. MM Serage and her daughter, Ms. Jenifer Serage at Zebediela, Matome village in preparation for the upcoming harvesting season.

Ground Stone Farm has 15 hectares of land and utilises agricultural land to produce agricultural fresh produce, particularly fruits and vegetables.

Lepelle-Nkumpi Local Municipality supports the drive to promote economic growth through a co-ordinated local approach and partnership in agriculture and Agro-processing that is focused on employment creation.

In her remarks Mayor Molala emphasized the importance of supporting small-scale farmers "In order to deal with unemployment, poverty and other issues we need to be visionaries and begin to use locally available resources to address local challenges and to capitalise on comparative advantage as it pertains to our municipality, we will engage with the Zebediela Ndebele traditional council to allocate Ground Stone Peach Farm more land in order to expand the production of the business." said Mayor Molala.

LNM NEW MUNICIPAL MANAGER MEETS LABOUR UNIONS AND STAFF MEMBERS

The newly appointed municipal manager, Ms. Morongwe Adelaide Monyepao met with the labour unions and staff of Lepelle-Nkumpi Local Municipality, on the 04 October 2022 at Civic Centre Hall.

The meet and greet session was led by the Mayor, Cllr Meriam Molala, accompanied by the Chiefwhip, Cllr Given Sello and other Executive Committee members (EXCO).

Mayor, Cllr Meriam Molala welcomed the appointment while confirming that Ms Monyepao has been appointed on a five-year contract. "I present to you members of Labour Unions the new Municipal Manager who has more than 22 years of experience. I hope you will work closely with her, advise her and also support her". Said the Mayor.

"The Municipality also takes this opportunity to thank Ms. Mankga who has been acting as the Municipal Manager since September 2021. We know it was not easy but we thank her for steering this administration very well. We urge all the Executive Managers to support our new Municipal Manager as it is a team effort to serve Lepelle-Nkumpi communities". said the Mayor.

In her response, Ms. Monyepao stated areas she will focus on. The issue around service delivery challenges, audit outcomes, vacant posts, revenue collection, working conditions, and other burning issues that the municipality is facing.

LEPELLE-NKUMPI LOCAL MUNICIPALITY WELCOME NEW MUNICIPAL MANAGER

Lepelle-Nkumpi Local Municipality (LNM) has today, 03 October 2022 welcomed Morongwe Adelaide Monyepao as its new Municipal Manager (MM). LNM Council approved her appointment on a five-year contract during its sitting on the 27th August 2022. Ms Monyepao takes over the reins from Ms Khomotjo Mankga, who was steering the administrative arm of the Municipality in an acting capacity since September 2021 and will henceforth fully return to her Chief Financial Officer position.

Her career spans over twenty-six (26) years, with about twenty-two (22) of which is in senior management within local government. She holds a Bachelor of Arts degree (University of Limpopo), Bachelor of Arts Honours in Development Studies (UL), Masters in Town and Regional Planning (University of Pretoria) and currently studying towards a Masters in Real Estate (UP). Ms Monyepao has further completed the Municipal Finance Management Programme (MFMP) in line with the Municipal Minimum Competency Levels set out by the National Treasury, and courses on project management and performance management in a South African Municipality.

Monyepao is not new to Lepelle-Nkumpi, as she served as Executive Manager Planning and Local Economic Development (LED) between March 2018 and January 2019. Her recent role before rejoining LNM was a short stint (July 2022- September 2022) as Director Planning at Mopani District Municipality while prior that she was employed as Executive Director Development Planning at Emalahleni Local Municipality during January 2019- June 2022.

Her other career highlights include the following:

  • Acting Municipal Manager at Fetakgomo-Tubatse Municipality from May 2013 to August 2014, during her stint as Director Development Planning, August 2012-July 2017
  • Senior Manager: Strategy, Planning and Economic Development at Capricorn District Municipality, November 2010-July 2012
  • Director Development Planning at Sekhukhune District Municipality, January 2006-November 2010
  • Water Services Coordinator at the South African Local Government Association (SALGA), May 2003-December 2005
  • Community Development Officer at Lepelle Northern Water (LNW), December 1996-April 2003

    LEPELLE-NKUMPI MUNICIPALITY NETBALL INTER-CLUSTER PLAYOFFS TOURNAMENT

    Saturday, 20 August 2022, Lepelle-Nkumpi Local Municipality in partnership with the Department of Sports, Arts and Culture (DSAC) and Lepelle-Nkumpi Netball Association held a successful netball Inter-Cluster tournament at Lebowakgomo Stadium.

    The main objective of the tournament is to revive and encourage youth to play netball within all the four clusters of Lepelle-Nkumpi, namely Lebowakgomo, Mphahlele, Zebediela, and Mafefe-Mathabatha clusters.

    The inter-cluster tournament had 33 teams consisting of 12 players and 3 management participating in a knockout competition, which will see position 1 and 2 winners in the senior division be promoted to the district level, while those in the under 15 and 13 division will represent Lepelle-Nkumpi Local Municipality at the Department of Sports, Arts and Culture funded camp.

    LNM AWARDED FOR SUSTAINING UNQUALIFIED AUDIT OUTCOME FOR 2020-2021 FINANCIAL YEAR

    The South African Local Government Association (SALGA) awarded Lepelle-Nkumpi Local Municipality for sustaining an UNQUALIFIED AUDIT OPINION from the Auditor-General of South Africa (AGSA) for the 2020/2021 Financial Year at Warmbath Forever Resort in Bele-Bela on the 04 August 2022. UNQUALIFIED AUDIT OPINION means the Municipality's financial statements are transparent and are compliant with generally accepted accounting principles (GAAP).

    Lepelle-Nkumpi Municipality Mayor, Cllr Meriam Molala was delighted about the award, saying that since taking over the reins in the Municipality, her administration has ensured budgetary processes focus on the urgent needs of indigent communities, through investment in infrastructure, provision of free basic services, and the growth of the local economy.

    "We are happy for sustaining the Unqualified Audit Opinion for the 2020/2021 financial year and will put more efforts towards attaining clean audit in the coming financial years. The hard work and commitment of our management and officials, oversight by our Council is showing progress and improvements. We will continue in our concerted efforts to manage our cash flow and generate cash-backed surpluses to fund future capital expenditure", Cllr Molala explains.

    ROAD AGENCY LIMPOPO APPOINTS CONTRACTOR FOR 10KM UPGRADING ROAD

    As part of celebrating Mandela Day, Lepelle-Nkumpi Roads, Transport and Electricity portfolio chairperson, Cllr Zebulon Mphofela accompanied the delegation from Road Agency Limpopo (RAL) to the consultative meeting with Batau Ba Seloane Traditional Council, to introduce the contactor and present the technical, social and environmental matters regarding the 10km upgrading (Gravel to Tar) of Road D4109 from Mamatonya Village to D885 Malatane Village.

    The contractor is expected to commence with upgrades once all the processes involving communities and other stakeholders are completed. The acclaimed project is anticipated to be completed within a period of 18 months.

    Meanwhile, it will also help communities to start up cooperatives where the entity will procure material to construct sections of the road as part of the Letsema Ditseleng initiative launched in 2021. Local labourers from the affected communities will be employed while the local Small, Medium, and Micro Enterprises (SMMEs) will be empowered.

    OFFICIAL OPENING OF THE MULTI-MILLION RAND STATE-OF-THE-ART SELETENG COMMUNITY LIBRARY

    Lepelle-Nkumpi Local Municipality, Community Services portfolio chairperson, Cllr. Makonko Matsimela joined the Limpopo MEC for Sport, Arts and Culture, Thandi Moraka, today 27 May 2022 during the official opening of the multi-million rand State of the Art, Seleteng community Library at Ga-Mphahlele. The library is expected to benefit about 25 schools around Ga-Mphahlele area and is equipped with modern technology such as a computer lab, study rooms, early childhood development room, fire-fighting equipment system, gardening and open space for socialisation.

    MEC Moraka in her keynote address stated that the library will close a huge literacy gap in the area as it offers free public internet access, books for school learners, university students and those reading for leisure. “Magazines and newspapers are also available for the community to utilise within this safe, accessible and beautiful structure. Since the department is mandated to encourage the culture of reading and writing in communities, the building of libraries is a major step towards achieving that goal. I urge residents to take full ownership of the library. It is the responsibility of all residents to protect it from vandalism.” said MEC Moraka

    In her address, The First Lady Maggie Mathabatha motivated and encouraged the learners to always take care of themselves. “A lot of young girls drop out of school because they are made to suffer the indignity of being teased by their peers when they go through their menstrual cycle, We want our girls' learners to use these sanitary towels and at the same time they should abstain from sexual activities and focus on their education,” said First Lady, Maggie Mathabatha.

    The library will contribute to the vision of a socially inclusive, creative, active and connected Limpopo, as libraries are the social hub of communities. Educational and community programmes will be Implemented such as reading programmes, school holiday programmes, career expos, computer skills, spelling bees and school readers club.

    LEPELLE NKUMPI MUNICIPALITY LAUNCHES LOCAL BATHO PELE FORUM

    Lepelle-Nkumpi Local Municipality officially launched the Local Batho Pele Forum at Civic Centre Hall in Lebowakgomo.

    The Local Batho Pele Forum will provide a platform for reporting, exchanging and sharing information and experiences on the implementation of the Batho Pele Programmes and other service-related challenges amongst stakeholders and sector departments in Lepelle-Nkumpi.

    The responsibilities and objectives of the Batho Pele forum were outlined by Mr Mishack Mabunda, a representative from Limpopo Office of the Premier saying "Batho Pele is about moving the Public Service from a rules-bound approach that hinders the delivery of services to an approach that encourages innovation and is results-driven. In other words, instead of looking for reasons why the government cannot do something, we have to find better ways to deliver what people need”. said Mabunda

    The Batho Pele belief set has been summarised by this slogan: "We belong, we care, we serve." Batho Pele aims to ensure that all public servants put people first, and adhere to the following overarching framework:

      We belong: we are part of the Public Service and should work together and respect fellow colleagues
      We care: caring for the public we serve-our customers
      We serve: all citizens will get good service from public servants.

    The acting mayor, Chairperson of Infrastructure, Cllr. Zebulon Mphofela outlined the challenges we face as municipalities in remote areas “government service points are often not optimally located in relation to where people live and many people still travel long distances to access services and information.

    Furthermore, service points of different departments are often not located close to one another making it inconvenient for people to access them". said Cllr. Mphofela

    SANITARY TOWELS BRING DIGNITY TO DINAO SECONDARY SCHOOL GIRL LEARNERS

    Friday, 28 January 2022 | Lepelle-Nkumpi Local Municipality, Chief whip Cllr Given Sello and Ward 21, Cllr Piet Mphahlele joined Limpopo First Lady, Maggie Mathabatha, Ponelopele Women's Primary Co-operative during the Limpopo Office of the Premier’s annual campaign to support girls with sanitary towels at Dinao Secondary School in Ga-Mphahlele, Makurung Village, Ward 21.

    The main aim of the campaign is to restore the dignity of the girl learners by keeping them at school during their menstrual circle and ensuring that they put in more of their time on education. It is done on the fact that sanitary towels are not a luxury but a necessity and that their education is their future.

    In her address, The First Lady Maggie Mathabatha motivated and encouraged the learners to always take care of themselves. “A lot of young girls drop out of school because they are made to suffer the indignity of being teased by their peers when they go through their menstrual cycle, We want our girls' learners to use these sanitary towels and at the same time they should abstain from sexual activities and focus on their education,” said First Lady, Maggie Mathabatha.

    In closing remarks the Chief whip Cllr Given Sello applauded the work done by the Office of the Premier in partnership with The First Lady Foundation and other stakeholders. “The donation of the sanitary towels to schools is bringing dignity to young girls. We encourage all the learners to focus on their studies and aspire to become successful and refrain from substance abuse, crime, underage sexual activities, and Gender-Based Violence activities,” said Cllr Sello

    POLITICAL MANAGEMENT TEAM (PMT) INTERACTS WITH TRADITIONAL LEADERS

    The Mayor of Lepelle-Nkumpi Local Municipality, Cllr Meriam Molala, joined by the Speaker of Council, Cllr Joyce Nkoabela, and the Chief-whip, Cllr Given Sello met with traditional leaders at The Ranch Hotel, in Polokwane on the 24 January 2022 as part of the municipal stakeholders' engagement program.

    The main purpose of the meeting was to brief the newly elected leadership about the challenges regarding the participation of Traditional Leaders in service delivery and Council meetings and to make recommendations in this regard so as to ensure effective, responsive, and accountable local governance for communities.

    Issues that were raised by traditional leaders as a collective include service delivery projects backlogs (roads, water, housing, electricity, etc) exclusion of traditional leaders in the formation of ward committee members, regular service delivery updates meetings amongst others that the municipality will need to deal with.

    The Mayor and her team managed to reply and made commitments to resolve all the challenges raised 'The municipality will continue to work for hand in glove with traditional leaders to fast track the implementation of the Integrated Development Plan (IDP) into reality and the inclusion of traditional leaders in Council meetings is an indication that the municipality regards traditional leadership as an important stakeholder.'     MAYOR MOLALA JOINS 2022 BACK TO SCHOOL CAMPAIGN

    Mayor Cllr Meriam Molala accompanied by Chief-whip Cllr Given Sello, Ward 07 Cllr Emsy Maphoto and Executive Mayor of Capricorn District Municipality Cllr Mamedupi Teffo and other stakeholders joined the MEC for Education, Polly Boshielo at Sethwethwa Secondary School and Nwana Mokoena Primary School in Zebediela, Makueng Village, Capricorn South Education District.

    TThe purpose was to monitor the readiness of both schools ahead of the 2022 academic year and to ensure the two schools sustain good performance. 2022 Back to School program has focused on the following key areas:

    1. Management of learner admissions, registration, and attendance. 2. Learning and Teaching support material. 3. Facilities and Infrastructure and 4. Covid-19 readiness and compliance.

    The Mayor motivated learners by reminding them that they are the future leaders "Education is one of the Government priorities, as the Municipality it is our mandate to give full support to you.     FESTIVE SEASON ROAD SAFETY AND COVID-19 AWARENESS CAMPAIGN

    Lepelle-Nkumpi Local Municipality, Community Services Chairperson Cllr DanielMatsimela joined Capricorn District Municipality (CDM), MMC for Planning and Environmental Management Cllr Calvin Masoga on a Festive Season Road Safety and COVID-19 Awareness Campaign in Lebowakgomo, R579 road.

    The safety and COVID-19 awareness campaigns are to ensure that the municipality plays a role in dealing with fatalities on the roads during the festive season and to encourage the road users about the importance of vaccination.

    Cllr Daniel Matsimela emphasized the importance of responsible driving, observing the law and being considerate of other road users, particularly, pedestrians which statistics have identified as the most vulnerable among all road users. Furthermore, he reiterated the importance of using safety belts.

    Various stakeholders such as the law enforcement officers, CDM Health Service and Disaster Management Unit, Local Community Policing Forum (CPF) and Capricorn District Department of Health were among those who attended the awareness campaign.

    LEPELLE NKUMPI INTEGRATED COUNCILLOR INDUCTION PROGRAMME

    The 5 day, Integrated Generic Councillor Induction Programme (ICIP) for Lepelle-Nkumpi Local Municipality facilitated by South African Local Government Association (SALGA) has commenced from the 06 - 10 December 2021, at Landmark Protea Hotel in Polokwane.

    The Induction is attended by the newly sworn-in 60 Ward and PR councillors with the objective to equip, renew and usher in the new and returning councillors, capacitating them on their roles and responsibilities as they execute the mandate of local government.

    The Limpopo MEC for COGHSTA Basikopo Makamu addressed the induction through a virtual platform urging councillors not to degrade the Induction as a fruitless exercise, by not attending sessions. He also encouraged Councillors to take advantage of the programmes SALGA is offering to further their studies and increase career prospects come to the end of term.

    The Induction will focus on various topics namely: Ethical Leadership; Policy and Legislation applicable to local government; Municipal Governance, Procedures, Protocols, Planning and Strategy, Financial Management and Performance.

    SOD TURNING CEREMONY OF NEW R32 MILLION EMERGENCY SERVICE CENTRE IN LEBOWAKGOMO

    MEC for the Limpopo Department of Public Works, Roads and Infrastructure Namane Dickson Masemola, today, 05 October 2021 conducted a SOD-turning and Handover of site for the construction of a New Emergency Service Station in Lebowakgomo Zone F, Ward 17

    The construction of the New Lebowakgomo Emergency Service Station is estimated to be over a period of 16 months, and to the tune of R31 million. The project will create 35 jobs opportunities to the local residents with the help of Lepelle-Nkumpi Local Municipality by establishing the project steering committee.

    "President Cyril Ramaphosa said as we embark on economic recovery programme, we need to make sure that we intensify infrastructure rollout, in a massive way, because in the immediate process the infrastructure programme has the capacity to create job opportunities for our people". said MEC Masemola

    MEC Masemola emphasised, “This new station will ensure local paramedics have fit-for-purpose infrastructure to better meet the emergency medical care needs of the local community".

    In specific detail; it is the construction of one (1) new EMS satellite Station with new external works that comprise of paved and covered parking for staff and emergency response vehicles and one (1) patient transport vehicle and new steel palisade fence around the entire site. Inclusive of an Enviro-loo servicing the existing Offices and paved road works connecting the new EMS to the existing office building, and New Electrical Network.

    This will ultimately see the people of Lebowakgomo and surrounding areas receive efficient emergency medical services as and when required.

    The South African Local Government Association (SALGA) awarded Lepelle-Nkumpi Local Municipality for achieving an Unqualified Audit Opinion for the 2019/2020 Financial Year at Meropa Casino and Entertainment World on the 28 September 2021.

    MONITORING OF COVID-19 VACCINATION OF THE ELDERLY AND ISSUING OF SMART ID CARDS IN MAFEFE

    Limpopo MEC for Health, Dr Phophi Ramathuba and Home Affairs Minister Dr Pakishe Aaron Motsoaledi accompanied by Lepelle-Nkumpi Municipality Chairperson for Roads, Transport and Electricity, Cllr Zebulon Mphofela, Kgosi Setlamorago Thobetjane and Kgosi Mathabatha visited Mafefe Clinic in Kappa Village to monitor Covid-19 Vaccination for senior citizens aged 60 and hand over smart ID cards to grade 12 learners.

    The visit comes after the department has taken an undertaking to take the vaccine to the people-outreach vaccination program in a bid to fast track the Covid-19 vaccination process.

    The Department of Home Affairs on the day handed over smart ID cards to six grade 12 learners and provided services to community members and assisted them in the application of Smart ID cards and passports.

    The Minister also received his second dose of the Pfizer vaccine. Cllr Mphofela, Kgosi Setlamorago Thobejane and Kgosi Mathabatha were also inoculated as part of the vaccination for the 50 years and above

    UNQUALIFIED AUDIT OPINION FOR LEPELLE

    Lepelle-Nkumpi Local Municipality's (LNM) efforts towards attaining a clean audit received a boost when the Municipality received an Unqualified audit opinion from the Auditor-General of South Africa (AGSA), this for the first time in 10 financial years.

    The audit opinion, with material findings, noted that the Municipality is in a solvent position and able to meet its financial obligations. The financial statements were presented fairly, in all material respects for the financial position as at 30 June 2020. Financial performance and cash flows for the year under review were in accordance with the South African Standards of Generally Recognised Accounting Practice (GRAP) and the requirements of the Municipal Finance Management Act, 2003 (Act No. 56 of 2003) and the Division of Revenue Act, 2019 (Act No. 16 of 2019).

    The AG's findings are contained in the Municipal Integrated Annual Report for the 2019/20 financial year, which was tabled in Council on Monday, 31 May 2021. The Auditor-General notes an improvement in the Municipal working capital position, as well as cash flow from operating activities, which are both positive at year-end compared to the negative position the year before.

    Lepelle-Nkumpi Municipality Mayor, Cllr Meriam Molala has welcomed the findings, saying that since taking over the reins in the Municipality, her administration has ensured budgetary processes focus on the urgent needs of indigent communities, through investment in infrastructure, provision of free basic services and the growth of the local economy.

    "This is indeed a good story to tell, it is a great achievement. We have indeed registered significant audit improvement for the 2019/2020 financial year. The hard work and commitment of our management and officials, oversight by our Council has paid off.     The Mayor further urged management not to relax and regress on this achievement, and they should work hard to improve the Unqualified opinion to a clean audit opinion. It also the first time, that the Municipality has tabled a total budget of R 563,067,503.14 for the 2021/2022, as compared to previous financial years.

    The AG also acknowledged the Municipality's implementation of consequence management resulting from the Independent Forensic Consultant investigation on allegations of employee misconduct, fraud and other irregular activities which covered the period 2017/2018 to 2019/2020.

    2021-2026 IDP AND BUDGET CONSULTATION WITH TRADITIONAL AUTHORITIES

    Lepelle-Nkumpi Local Municipality commenced with the consultation process on the Draft 2021/2022 - 2025/2026 IDP/Budget program. The consultation meeting held in Lebowakgomo - Patong Lodge started with traditional Authorities.

    The process seek to solicit comments and inputs on the Draft 2021/2022 - 2025/2026 IDP/Budget which was approved by council on the 31 March 2021 during a virtual meeting. The draft IDP/ Budget was presented by the Mayor Cllr Meriam Molala. The Total budget of R518.8 Million, which derives from own revenue of R174.8 Million and Government Grants of R344 Million, will be utilised mainly to deal with the community development priorities which were identified during the 2020-2021 ward consultation meetings as follows:

    1 Roads and storm water;
    2. Water and sanitation;
    3. Electricity; Housing and Public lights

    Cllr Molala said the municipality will utilise the available resources meaningfully and will ensure that the little that is allocated is shared effectively across all the wards within the municipality 'We appreciate the support and inputs we receive from our traditional leaders. This is in line with the District Development Model one plan one budget principle. The positive inputs we received today it's a sign in the right direction and an effort to ensure that collectively we own up to this plan', said Cllr Molala

    CDM HANDS OVER HOUSEHOLD SANITATION PROJECT TO LEPELLE-NKUMPI

    The Capricorn District Municipality officially held a sod turning ceremony of the Sanitation projects at Lepelle-Nkumpi Local Municipality, Civic Centre Hall, in a move to restore the dignity of people living in poverty. The Municipal Infrastructure Grant (MIG) funded projects namely Capricorn Household Sanitation - Lepelle-Nkumpi Sanitation is a six months projects that will be implemented in various villages.

    The R6,97-million project for Lepelle-Nkumpi has commenced on the, 21 April 2021 and is estimated to be complete by the, 27 October 2021. The villages to benefit are Patoga Section - 145, Ramonoane village – 100, Kappa village – 145 and Mamaolo village -125.

    Speaking at the ceremony, Cllr Sammy Selamolela MMC for LED, representing the Executive Mayor Cllr John Mpe said, "We have a rural District and therefore water is very important and essential to the livelihood of our people. Sanitation is dignity, this project will go a long way towards preserving the dignity of our people and it is important that we bring hope and restores dignity to the people through service delivery" said Selamolela.

    The Mayor of Lepelle-Nkumpi Cllr Meriam Molala urged the community through the project steering committees to work together with the contractors to make sure the project is completed on time as per the scope of work

    The project will address backlog of sanitation shortage by Capricorn District Municipality and will create 50 employment opportunities for the local people in respective identified villages. The contractor appointed for the projects is Chisa Multi Projects PTY Ltd and Superior Quality Engineering and Technologies 8 as the consultant engineer.

    COVID-19 AWARENESS CAMPAIGN HELD AT LEBOWAKGOMO

    On 17 February 2021, The Capricorn District Municipality in partnership with Lepelle-Nkumpi Local Municipality held a COVID-19 Awareness Campaign at Lebowakgomo, Zone F Taxi Rank. The Chief Whip of Capricorn District Municipality Cllr Matome Masoga was joined by the Corporate Services Portfolio Chairperson Cllr Aaron Mogashoa and ward 15 Cllr Motlishi Kgweedi.

    Lepelle-Nkumpi Local Municipality is the second in the district in terms of recorded Covid-19 cases while the district remain the hotspot in the Limpopo Province. The aim of the campaign was to remind the residents of Lepelle-Nkumpi about the importance of complying with Covid-19 precautions through handing out flyers, sanitizers at Taxi Ranks and places where a number of people gather.

    The Chief Whip of Capricorn District Municipality Cllr Matome Masoga committed to work with taxi operators and all stakeholders to curb the spread of COVID-19. Masoga said that while there were still challenges in terms of compliance, he was impressed with efforts being put in place by most taxi operators. "We are aware of how some of these regulations have negatively affected the taxi sector, but we want to assure all of you that all these will benefit both the sector and community at large in the long run. We again call on all to practise proper hand hygiene by washing hands with soap regularly, use sanitizers and always practise social distancing," he said.

    Other stakeholders who were part of the campaign include the Department of Transport and Community Safety and South African Police Services (SAPS).

    TROPICAL STORM ELOIS HITS GA-MAMPA VILLAGE IN MAFEFE

    Residents of Ga-Mampa village in Mafefe area were hit by the tropical storm Eloise on Sunday 24th January 2021, with widespread flooding causing waterlogging to the road and access bridge that crosses Mohlapetsi River which is a tributary of Olifants River that flows throughout the year.

    A multi-faceted team was dispatched to assist the victims of the heavy rains that have devastated four families. The team comprised of Lepelle-Nkumpi Disaster Management unit, Department of Social Development (DSD), Limpopo Emergency Medical Services Flood Team (EMS) and the Red Cross officials.

    Capricorn District Municipality, Disaster Management unit officer Ms. Lebogang Mosotho has reported that no fatalities occurred of displaced residents and relieves such as food parcels, mattresses and blankets have been provided from The Red Cross, Lepelle-Nkumpi Disaster unit and Department of Social Development to the affected families as a temporary intervention. "We would also like to send out a strong message to members of the public that they must never try to walk, swim or drive in swift flowing water. They must also not drive over a low water bridge if the water is flowing strong across it. Disaster management is everybody's business," she said.

    She further warned the residents of Ga-Mampa village to avoid unnecessary trips which could see them stranded as a result of Access Bridge and road being flooded. Mosotho indicated that in case of any disaster, members of the public should report incidents to their district office disaster management centre on the toll free number 0800 666 777.

    LNM DEMOLISH STRUCTURES ON ILLEGALLY OCCUPIED MUNICIPAL LAND ON THE REMAINDER OF FARM VOORSPOED

    In an effort to implement Court orders against illegal land occupation, Lepelle-Nkumpi Local Municipality (LNM) today, 10 December 2020 demolished about 100 illegal structures on the remainder of Farm Voorspoed 458KS ("the land"), Lebowakgomo.

    Lepelle-Nkumpi has already sold 110 sites on the land, wherein title deeds were issued to rightful owners.

    The Municipality will tomorrow, 11 December continue with the demolition process, as it has obtained several court orders, two of which are demolition orders, wherein land invaders were ordered to refrain from illegally occupying Municipal land. The enforcement of the court orders, some dating as far back as 2017, is part of the Municipality's efforts to intensify compliance.

    The relief sought in this particular matter relating to Farm Voorspoed 458KS (Case 649/2020), was to restrain any or all individuals from traversing or occupying the remainder of "the land". Acting Judge Tshibada delivered judgement on the matter wherein “Any unlawful trespassers/invaders” and the Minister of Police were First and Second Respondent respectively.

    Terms of the order include restraint against clearing of the natural vegetation, including grass on the property, demarcation of the property into individual stands or erven, and the erection of any structures at the property, including although not limited to, fencing poles, dwelling units, or any other structures of a permanent or non-permanent nature. The Acting Judge further ordered restraint against any other form of occupation of the property, be it permanent or non-permanent nature. The Sheriff of the Region was further authorised to enforce the terms of the order through removal by any lawful means within the Sheriff’s conferred powers, any individual that may be found conducting themselves in contravention of the terms of the order.

    The First Respondent was ordered to pay the costs of the application on a scale between attorney and client while the Second Respondent is requested to give effect to the content of the Court order and to uphold the law of the land in accordance with its constitutional mandate, particularly assist the Sheriff, where so required and/or requested.

    LNM Mayor, Cllr Meriam Molala said, "The Municipality has dealt with illegal occupation of several pockets of land earmarked for development in the past. The Court order is a welcome relief in efforts aimed at developing land for its intended purpose. Our by-laws are there for a reason, and we all need to adhere to them in order to contribute to the progression of Lepelle-Nkumpi Local Municipality, its economy and its people. For years, the rule of law has been ignored and no consideration given to the effects illegal land occupation has on the lives of people."

    MUNICIPALITY MEETS WITH INFORMAL TRADERS TO DISCUSS SUPPORT AND DEVELOPMENT

    A meeting of informal traders in Lepelle-Nkumpi Local Municipality has given traders an opportunity to express their views on the impact of changes coming to the area that are likely to affect their business operations in the near future.

    Among those present were the Mayor Cllr. Merriam Molala; Speaker Cllr. Phukuwe Ntsoane; Chief Whip Cllr. Tshwaledi Thobejane; LED, Planning and Housing Chairperson Cllr. Linah Mphahlele; Acting Municipal Manager Mr. Tebogo Gafane and Acting Executive Manager Planning and LED, Mr. Donald Maphoru, municipal officials together with the informal traders.

    The Municipal Local Economic Development Manager, Mr Matee Seduma gave a presentation to the traders on the role of which the municipality will play in assisting informal traders and made it clear that the Municipality acknowledges that COVID-19 has pushed the informal trading into deeper economic stagnation and debt, and that there is a need to control, manage and support informal trading development by registering, licensing and giving them trading permits.

    The Mayor Cllr. Merriam Molala began her address by acknowledging the relevance and contribution of informal trading to the economic and social life of the municipality and the fact that informal trading provide some income to those who are unemployed. "The municipality embraces its hawkers. We want to make life easier and more stable for those who trade legally because we want a commercially viable and dynamic informal trading sector in a clean and welcoming environment." She further stated that an amount of R3 000 000.00 (2% of the MIG) is budgeted for development of stalls in the current financial year, wherein designs are in place for development of 2m x 2m per stall.

    The Mayor has made an agreement with the Informal Traders to establish sub-committees according to the different products they are selling e.g. fruits and vegetables, haircuts, pap and meat, accessories. Further consultation meetings will be held with the traders to take the discussion forward.

    INTRODUCTION OF ROAD CONTRACTOR TO TRADITIONAL LEADERS

    Lepelle-Nkumpi Local Municipality Mayor, Cllr. Merriam Molala led a delegation which included ward 14 councillor and municipal officials to officially hand over the appointed contractor and consulting engineer of a 1km upgrading for Ga-Rakgoatha internal street and storm water phase 3 from gravel to tar project to traditional leaders.

    The project will address community outcry on bad road as this was consistently raised by the residents of Ga-Rakgoatha during Integrated Development Plan (IDP) public participation meetings.

    The Mayor highlighted the importance of bringing basic services to the people through infrastructure development. “We are giving traditional leaders platforms to participate in municipal planning and implementation of services through these engagement meetings so that you know about the projects. We are doing this to keep the traditional leaders and the community abreast on the developments that are about to happen in their villages for them to take ownership of the projects.”

    It is important that the Municipality put Traditional Leaders at the forefront of service provision as the relevant authority and due to the rural nature of our Municipality. This can be witnessed through inclusion of representatives of moshate on the project steering committee.

    The Mayor further indicated that the project will benefit local business people and give training to the youth on different skills. “If there are problems with the project, the community must report the matter to Municipality instead of resorting to damaging the road, as this will result in government having to fix the damages rather than bringing more development in the area. The contractor must employ the unemployed people in the community and surrounding areas, if we work together we can move South Africa forward.”

    IDP AND BUDGET WARD BASED STAKEHOLDERS CONSULTATION MEETINGS

    Section 28(1) of the Municipal Systems Act of 2000, stipulates that each municipal council must adopt a process set out in writing to guide the planning, drafting, adoption and review of its Integrated Development Plan. The process of developing a new 5 year plan for 2021-2026 IDP and 2021-2024 Budget has started, with the adoption of an integrated IDP and Budget Process Plan by Lepelle-Nkumpi Council on the 28th August 2020.

    The first phase of the IDP/Budget review process allows the community to identify broader development needs and priorities through ward meetings in all the thirty wards. It also allows the community, together with other stakeholders, to input on the IDP analysis phase.

    Ward based organised community structures, stakeholders, service providers, previously marginalised groups and broad community members due to Covid-19 pandemic were not directly involved and instead wards stakeholders representatives of about twenty people were invited (in line with National Directions that bar meetings of more than 100 people).

    The IDPs high level Development Priorities identified by stakeholders were as follows:

    2.Water and sanitation
    3.Energy and Electricity
    4.Local Economic Development
    5.Human settlement and spatial planning
    6.Health and social development

    LAUNCH OF 7 TRAFFIC OFFICERS PATROL VEHICLES AND DISTRICT-WIDE COVID19 AWARENESS DRIVE

    Delegation of councilors and officials from Capricorn District Municipality (CDM) and Lepelle-Nkumpi Local Municipality (LNM), led by Cllr Betty Kgare embarked on a COVID-19 awareness campaign that was aimed at reminding people to observe the necessary safety protocols.

    The day started by the handing over and launching of the 7 (seven), LNM traffic officers patrol vehicles that will be used by traffic officials when enforcing the law on daily basis.

    According to LNM Community Services portfolio chairperson, Cllr Mabote Makgati, the vehicles will assist in ensuring law enforcement in LNM and further ensure that innocent lives are saved. "We want to make sure that road traffic law offenders don’t find breathing space on our roads. We cannot continue to lose lives as if we don’t have strategies to curb that. We have re-enforced manpower and we have capable men and women who are energetic, enthusiastic, and fit to protect and enforce the law on our roads," said Makgati.

    Speaking to Kgoshi Sello Kekana III, Cllr Kgare emphasized the need for continuous practice of COVID-19 safety measures. "As the country moves to level 1 of lockdown as announced by the President, let us not be complacent; let us exercise caution as and when we hold gatherings.

    "Let us continue to wear our masks, wash hands and practice social distancing because Coronavirus is still very much alive. We have brought with us disinfectants so that you can continue to take care of yourselves and others," said Cllr Kgare.

    Municipal officials and councillors spread out to malls distributing leaflets and sharing information about the coronavirus. This was also meant to remind people that the country is still on lockdown and the virus is still here.

    MANDELA DAY 2020

    Communities across the world are affected by the spread of Covid-19, which has hit every economy, causing new social and economic challenges and exacerbating old ones. But, there is hope. On a scale never seen before, Lepelle-Nkumpi Local municipality has find ways to help those in need of support.

    The Mayor Merriam Molala, political management team, Acting Municipal Manager and partners (donours) on the 18th July 2020 took this year's theme - Action Against Poverty - seriously. In taking action this year, Mayor Molala and her team invited all the seven traditional leaders (Magoshi) of Lepelle-Nkumpi at Civic Centre Hall to hand out food parcels.

    Partnering with NEDBANK and ARMS (Audit and Risk Management Solutions) they donated food parcels and face masks back to the community. The focus this year was to give food parcels to each of our traditional authorities, which they will go back and distribute those food parcels to the identified indigent families in their respective villages.

    The Mayor Molala ended her day in Lenting Village, New Generation Church led by Bishop MB Mphahlele to donate food parcels to their Old Age Home.

    In her address to the Old Age Home management the Mayor thanked everyone for taking their time to honour Ntate Madiba "It is an honour and privilege to celebrate this remarkable day with our elders. It is fulfilling indeed to have made a difference today," said Molala. "These are the people who made us who we are today. This must not end today; we must continue caring and looking after the elderly people, it is a good thing to do."

    LEPELLE-NKUMPI COVID-19 ROADSHOW

    The Mayor of Lepelle-Nkumpi Local Municipality, Her worship Cllr, Merriam Molala with the Political Management Team joined by the Chief whip of Capricorn District Municipality, Cllr Calvin Masoga and various stakeholders embarked on a COVID-19 Roadshow held in Lebowakgomo Shopping Complex, Lebowakgomo Mall and Zebediela Mall on the 06 July 2020.

    The aim of the roadshow was to remind people to observe safety protocols and protect themselves against the Coronavirus. Pamphlets about precautionary measures were distributed and sanitisation was done. The roadshow was sparked by the increasing numbers of positive Coronavirus cases. As of Tuesday, 07 July 2020, 55 cumulative cases were reported in Lepelle-Nkumpi with 41 active cases, 10 recoveries and 4 fatalities.

    Mayor Molala urged residents to cooperate with government by observing all the COVID-19 protocols, guidelines and regulations to protect themselves against the virus and to cooperate with health officials who conduct screening in their communities. She further highlighted the importance of wearing face mask at all time, avoiding of touching the face, washing hands regularly, maintaining social distancing and limit unnecessary movements.

    RENOVATED HOUSE FOR ELDERLY WOMAN ON THE MAYOR'S BITHDAY

    As part of her birthday celebration, the Mayor, CllrMeriamMolala on Saturday (06 June) handed over a renovated house and various goodies to an elderly and disabled woman in, Ga-Mathabatha village, Ward 27 of Lepelle-Nkumpi Local Municipality (LNM).

    The Mayor was accompanied by fellow Political Management Team (PMT) colleagues and Municipal Officials.

    The living conditions of the Mahlatji family of five in an incomplete house which also had no proper windows for years, were identified by Ward 27 Councillor Peter Mathabatha. Beside the renovated house, the family received various goodies in the form of grocery, a bed, blankets and a water tank, thanks to the generous donations of the business community.

    In terms of identification of Mahlatji family's living conditions in the midst of a health crisis, which is the Coronavirus (COVID-19) pandemic, the Mayor quoted Martin Luther King Jr., "Every crisis has both its dangers and its opportunities. Each can spell either salvation or doom."

    "Thanks to the Ward Councillor for identifying the Mahlatji family, this is their opportunity of a happy moment. Our wish is to eradicate poverty within the Municipal jurisdiction thus ensuring that no one goes to bed hungry in line with the government's programme of action towards dealing with the triple challenge poverty, unemployment and inequality", the Mayor said.

    Molala further said the Municipality was bringing a message of hope and pointing citizens to the right doors to knock on for help.

    CAPRICORN DISTRICT FOOD BANK LAUNCHED

    Limpopo Pemier Chupu Mathabatha together with Capricorn District Municipality Executive Municipality Mayor John Mpe officially launched the COVID-19 District Food at New Peter Mokaba Stadium. The food bank is a co-operative initiative between government, aid organisations and business which is aimed at centralising the distribution of food parcels and protective materials in a transparent and fair way.

    The District has established coordinated mechanisms to ensure that donated foods are delivered in an effective manner, without causing duplication and confusion at community level. Various role players will collaborate and unite to identify and distribute food of the vulnerable and deserving beneficiaries. "food parcels will be distributed daily to the most deserving beneficiaries residing in the Capricorn District, despite their political party affiliation, race and gender, and will not be politicised to gain popularity against various political parties." said Mpe

    Premier Mathabatha congratulated the Capricorn District under the leadership of Executive Mayor John Mpe, for being the pioneer in launching the first District Food Bank in the province.

    "This COVID-19 pandemic has taught us to do things in a new better way. In the process, we are rediscovering a lot of things that should have been done differently years ago." said Mathabatha

    The MEC for Health Dr Phophi Ramathuba, accompanied by the Acting Mayor of Capricorn District Municipality Cllr Betty Kgare, Mayor of Lepelle-Nkumpi Cllr Meriam Molala and the donors for masks (Mathosim trimming & upholstery) representative visited Sekutupu Old Age Home in Zebediela, Old Groothoek Hospital to screen, test and hand over mask to the elders.

    MEC Ramathuba emphesised that screening and testing is vital in the bigger public health picture on mitigation efforts, helping investigators characterise the prevalence, spread and contagiousness of the diseases.

    MEC Ramathuba while addressing the staff members of Sekutupu Old Age Home pleaded with them to take precautionary measures all the time when taking care of the elders "This exercise is part of the mass screening and testing campaign that was declared by the President Cyril Ramaphosa, and that it will assist in the actual citizen COVID-19 records in the country. Our elders remain vulnerable to the virus and as such they need to be taken care and be protected against the COVID-19 infection".

    PREMIER CHUPU MATHABATHA LED THE COMMAND COUNCIL TEAM TO MONITOR COMPLIANCE ON COVID-19 LOCKDOWN REGULATIONS

    The Premier of Limpopo Stanley Chupu Mathabatha accompanied by the MEC for Transport and Community Safety Ms. Mavhungu Lerule-Ramakhanya, MEC for Social Development Ms. Nkakareng Rakgoale, MEC for Health Ms. Phophi Ramathuba, MEC for Local Economic Development, Environment and Tourism Mr. Thabo Mokone, MEC for Cooperative Governance, Human Settlements and Traditional Affairs Mr. Basikopo Makamu, Executive Mayor of Capricorn District Municipality Cllr. John Mpe, Mayor of Lepelle-Nkumpi Municipality Cllr. Meriam Molala and the Provincial Commissioner of the South African Police Service, Lieutenant General Nneke Ledwaba accompanied by his provincial top management took part in the monitoring and compliance of lockdown operation on COVID-19 which was conducted in Lepelle-Nkumpi.

    The operation started at Seleteng, Ga-Mphahlele and proceeded to Maijane, Mashite, Makurung, Tooseng, Blydrift and ended at Malatane village, Ga-Seloane, whereby the following arrests and successes were achieved: twenty-four people were arrested for failing to confine themselves at their respective homes, three business owners were arrested for operating without permits, one person was arrested for selling cigarettes, ten liquor outlets were visited and found closed, eight shops were visited and found to be compliant, one suspect was arrested for smoking dagga in public and one shop owner was arrested for producing a false operating permit.

    The premier was satisfied with the overall compliance by the residents of Lepelle-Nkumpi Municipality "we have found that the majority of the residents are responding with patience and understanding despite the considerable hardship, while the majority of the residents of Lepelle-Nkumpi continue to respect the rules of the lockdown and the rights of others, there are some among them seeking to exploit this crisis for their own sinister ends". The premier further appealed to every citizen of Limpopo to heed the call by the State President Cyril Ramaphosa of observing the rules and regulations during the lockdown period.

    After the monitoring the MEC for Social Development, Ms. Nkakareng Rakgoale and Mayor Cllr. Meriam Molala together with the South African Social Security Agency (SASSA) officials stopped by a household at Lebowakgomo, Zone-B to deliver food parcels. The relief was meant to assist the beneficiary as he is still waiting for SASSA to verify his application, after his disability grant lapsed in March 2020.

    LEPELLE-NKUMPI MONITOR COMPLIANCE OF COVID-19 REGULATIONS

    Lepelle-Nkumpi Local Municipality (LNM) Mayor, Cllr Merriam Molala together with the Executive Committee and Ward Councillors visited Lebowakgomo/Mphahlele taxi rank, Mall@Lebo and Zebediela Mall to monitor compliance of Covid-19 Regulations as set by the Government.

    Mayor Cllr. Molala conducted an awareness campaign at Lebowakgomo/Mphahlele taxi rank where she called on residents to rise up to the challenge of fighting the COVID-19 virus. "We still see a lot of people flocking to shopping malls and taxi ranks, and it has the risk of possible spread of this invisible enemy. We urge our communities to observe the lockdown Regulations and stay at home whilst continuing to practice good hygiene", Cllr Molala says.

    Some of the supermarkets were found to be contravening Regulations by not observing physical distancing and not using the correct sanitisers. On that note, they were ordered to follow the regulations for the safety of their staff and consumers. "It's shocking. We want to say to all residents and business owners of Lepelle-Nkumpi, we are going to make sure that the law enforcement takes its course to those that do not adhere to the regulations as prescribed by the President Cyril Ramaphosa. The president is serious about protecting our citizens against the coronavirus," she said.

    Molala said the municipality will continue to ensure that enforcement during the lockdown is heightened and that there will be no sacred cows. "We will go after everyone who breaks the law regardless of who they are and what their standing in society is. I wish to applaud the law-enforcement officers for their swift reaction to this. Working together we will flatten the curve and defeat the corona virus," she said.

    INFORMAL TRADERS URGED TO APPLY FOR TEMPORARY TRADING PERMITS

    Lepelle-Nkumpi Local Municipality urges all informal traders to apply for special permission to trade in line with the amended Disaster Management Act: Regulations, as announced by the National department of Cooperative Governance and Traditional Affairs (COGTA) on Thursday, 02 April 2020.

    The amended Regulations calls on grocery stores and wholesale produce markets, including spaza shops and informal food traders, to obtain written permission from a Municipal Authority to operate such businesses. The permits will be valid until the 16th April 2020.

    Existing traders can make applications for temporary trading permits at Office 50, Cultural Centre, Lebowakgomo (08:00-15:30) or contact their Ward Councillors, as such no new applications will be considered for this period. Informal traders are expected to comply with the national Regulations and sell essential products only whilst observing the two (2) metre physical distancing.

    Traders are also reminded to practice good hygiene such as washing of hands with soap or hand sanitisers with 60% or more alcohol content.

    COURT INTERDICT AGAINST OCCUPATION OF FARM VOORSPOED 458KS

    Lepelle-Nkumpi Local Municipality (LNM) sought relief from the High Court of South Africa (Limpopo Division, Polokwane), this in order to restrain any or all individuals from traversing or occupying the remainder of Farm Voorspoed 458KS ("the land").

    The court delivered judgement on the matter on the 11th February 2020, wherein "Any unlawful trespassers/invaders" were First Respondent and the Minister of Police the Second Respondent.

    Terms of the order include restraint against clearing of the natural vegetation, including grass on the property, demarcation of the property into individual stands or erven, and the erection of any structures at the property, including although not limited to, fencing poles, dwelling units, or any other structures of a permanent or non-permanent nature. Illegal occupiers were further restrained against any other form of occupation of the property, be it permanent or non-permanent nature, including dismantling and demolition of building or structures.

    Sheriff of the Region was further authorised to enforce the terms of the order through removal by any lawful means within the sheriff’s conferred powers, any individual that may be found conducting themselves in contravention of the terms of the order.

    The First Respondent is ordered to pay the costs of the application on a scale between attorney and client while the Second Respondent is requested to give effect to the content of the Court order and to uphold the law of the land in accordance with its constitutional mandate, particularly assist the Sheriff, where so required and/or requested.

    LNM Mayor, Cllr Meriam Molala said, "The Municipality has dealt with illegal occupation of several pockets of land earmarked for development in the past. The Court order is a welcome relief in efforts aimed at developing land for its intended purpose."

    Community members are urged to contact the Municipality for information on the correct way of acquiring stands and in order to ensure that they do not become victims or part of illegal land sale or occupation.

    In response, the illegal occupiers filed an urgent application to stay and rescind the aforesaid order. The application was heard on the 25th February 2020, where it was dismissed and the First Respondent ordered to pay the Municipality's legal costs.

    THE SOUTH AFRICAN NATIONAL DEFENCE FORCE HANDOVER THE RESTORED SEKUTUPU OLD AGE HOME LEGACY PROJECT

    Sekutupu Old Age Home was handed back to the community after it was refurbished by the South African National Defence Force (SANDF) as part of the Armed Forces Day Legacy Project of 2020, South African National Defence Force has identified the Sekutupu Old Age Home as a worthy recipient of the Legacy Project.

    This legacy project forms part of the annually held Armed Forces Day programme of events and activities, whereby a different project is chosen, and highlights the need for the South African National Defence Force to be visible and leave a legacy. This year it was Sekutupu Old Age Home that was chosen, which received infrastructure renovations and refurbishment leaving things looking good as new.

    The community came out in numbers to witness the Minister of Defence and Military Veterans, Ms. Nosiviwe Mapisa-Nqakula, who was accompanied by members of the Military Command Council. In attendance was the MEC for Social Development Ms Nkakareng Rakgoale, MEC for Public Works and Infrastructure Ms. Monicca Mochadi, Mayor of Lepelle-Nkumpi Municipality Cllr. Merriam Molala, Kgoshi Sello Kekana III, Kgoshigadi Matlala, Polokwane City Football Club representatives, AMSCOR representatives and various stakeholders

    MEC for Social Development Ms. Rakgoale has appreciated the great work done by the SANDF to change the lives of the vulnerable older persons who are users of the home by saying "Today the South African National Defence Force has proved that they are not only capable of handling heavy machinery, guns and protecting the borders, they have proved that they contribute towards uplifting the community and taking a lead in social development".

    Minister Mapisa-Nqakula expressed her gratitude to the entire team who made the project to be a success as it is one of the kind and first time an old age home was chosen as part of the Legacy Project. She also thanked the stakeholders and donours that played a vital role in getting the old age home renovated, as the South African National Defence Force could have not done it alone.

    The restoration project included: Renovations of the Administration Block; Establishment of a fully equipped Recreational Centre; Establishment of a bank linen and washing line; Installation of a borehole machine and completing construction of security guard rooms

    MAYOR EMBARKS ON 2020 BACK-TO- SCHOOL CAMPAIGN

    The Mayor of Lepelle-Nkumpi Local Municipality, Cllr. Merriam Molala, visited performing and underperforming schools as part of the Back-to-school campaign. The visit was part of the government-wide Back-to-School Campaign which is a government initiative that is aimed at highlighting the importance of education and assisting in mobilising society to promote the value of education.

    The Mayor first day visit was at Kgalema High School, in Mafefe, Noko-Tlou Circuit which obtained 73.8% pass rate for grade 12 class of 2019, where she was accompanied by the Chief whip Cllr. Tswaledi Thobejane, Executive Committee Members, representatives from the Department of Education, South African Democratic Teachers Union (SADTU) representative’s as well as other officials and stakeholders.

    She further proceeded to Mokgaputji High School which obtained 56.1% pass rate and ended her day at Matsimela High School which obtained 77% pass rate for grade 12 class of 2019.

    The campaign continued the second day with the Mayor visiting Dinao High School which obtained 61.4% and Kgagatlou High School which obtained 47.9% both situated at Ga-Mphahlele, Sepitsi Circuit and the last visit was at Kopano High School in Lebowakgomo Circuit which obtained 41.5% pass rate for grade 12 class of 2019.

    The Mayor motivated everyone by emphasising that learners are the future leaders "Education is one of the Government priority, so as the Municipality it is our mandate to give full support to you. In 2020 you must work very hard, don’t pick wrong friends and succumb to peer pressure. This is your government; we are here to support you". She also said challenges such as a lack of proper buildings, equipment and furniture should not prevent academic excellence nor be used as an excuse for poor performance.

    The Mayor also encouraged leaners to survive teenage pregnancy, drugs, alcohol, peer pressure and take education serious to help their parents and improve their living conditions and shape the future of the community. "We plead with principals to report challenges during the year and not wait for visits such as these to report their problems as most of the school faced challenges such as lack of infrastructure, high rate of pregnancy, drugs and gangsterism and the mayor promised to escalate the message to the MEC and other stakeholders to help them solve their problems.

    Mogodumo SADTU Chairperson Mr. Mogashoa motivated the learners that there is no short cut to success in life. He further said learners must not be discouraged by bad infrastructure of the school but rather to focus on learning.

    The School Principal of Kopano High School Mr. Monama said challenges affecting their performance include lack of support from parents and crime arising from the community against school properties. "One of the key factor that affect our results and our leaners is that most of them take parental roles in their households, and this affect our leaners' adaptation and focus on their academics" says Principal Monama.

    OPERATION HLASELA HELD IN LEBOWAKGOMO

    The multi-sectoral operation Hlasela, where Capricorn District Municipality partnered with officials from Lepelle-Nkumpi Municipality, District Community Safety Forum, Community Policing Forum, Department of Home Affairs, South African Police Services, Municipal Health Practitioners and Traffic officers, saw illegal immigrants being arrested as well as many shops' expired foodstuff being confiscated to be destroyed.

    The operation focused on violation of the road traffic act, possession of stolen property including vehicles, illegal immigrants, stop and search and informal grocery businesses that sell foodstuffs to vulnerable sections of our communities also small shops that operate without licences and those that continue to sell food items despite having past sell-by dates.

    Lepelle-Nkumpi, Cllr Mabote Makgati, Portfolio Chairperson for Community Services reiterated that "The health and wellbeing of our people remains of primary concern to us and we are required by the National Health Act to do inspection as part of our environmental health, to ensure food manufactured or sold to consumers is safe and sound for consumption. This is therefore done to complement the daily activities or inspections conducted by Environmental Health Practitioners in different areas and to ensure an impact is made in dealing with the illegal sale of unsound foodstuffs to communities," he said.

    In cases where a shop owner or a worker was in the country illegally, Home Affairs immigration officials and SAPS made arrests for contravening the Immigration Act and took the necessary steps.

    The operation was deemed successful, with 10 shops investigated, expired goods were found in most shops and 2 illegal foreign nationals were arrested.

    Lepelle Nkumpi Local Municipality leads the practice of environmental friendliness. The municipality has initiated a waste management programme to provoke cleanliness.

    The Mayor Cllr Meriam Molala together with councillors and municipal employees led the initiative and took to the streets of Lebowakgomo, Central Business District (CBD) to pick up waste together with the residents and various stakeholders. National Department of Environmental Affairs, Good Green Deeds beneficiaries, EPWP Beneficiaries, Lebowakgomo Taxi Association, Capricorn District Municipality, Limpopo Economic Development, Environment and Tourism were amongst of the stakeholders who graced the campaign.

    "This is an opportunity to inform people that recycling is an important yet positive activity. Waste is wealth, waste is our health", said Mayor Meriam Molala. She edged everyone who showed up at the campaign to continue with this fruitful activity. The mayor outlined the benefits of the initiative as the centre with potential to eradicate poverty and most importantly, to create an awareness against littering.

    Job creation and poverty eradication are some of the goals of the cleaning campaign. Thus it is important, to involve the community from the beginning. This is development for the residents and also people who are in business around the CBD, to keep a healthy, friendly environment and generate income to sustain families and also attract investors.

    This initiative follows after the Municipality scooped position 2 in the 2019-2020 Capricorn District greenest competition and was awarded a certificate and R25 000 prize money. The plan is to keep up with this trend and make cleanliness fashionable.

    MASS PRAYER RESTORES HOPE

    Lepelle-Nkumpi Local Municipality resorted to a prayer session to address social ills that continue to cloud communities and the country as a whole. The purpose of the prayer looked into praying for different fields to come together and for a social cohesion.

    The focal point of hosting the various churches together with their congregants and the community at large was to set an example to the communities that through prayer, we can overcome challenges faced with. Most importantly, to symbolise that we are better when we come together.

    The electrifying sense of unity in the room gathered to pray for crime, gender based violence, youth, road accidents and substance abuse. The room passionately prayed for perpetrators and the victims of who might have endured and those who continue to endure the harsh realities of gender based violence. The event was graced by leaders and congregants of several churches.

    The municipality believes prayer can have a positive effect on people's deeds and the need to work together with churches which were available on the day resembled this. The mayor, Cllr Meriam Molala put emphasis on eradicating gender based violence. "It's wonderful to see so many church leaders and organisations, all combined, united in one thing to pray for our province and nation as a whole," mayor Molala said, she further stressed the need for road safety, "It is horrible to see innocent lives cut short", expressed Mayor Molala. Practicing patience on the roads should be every motorist primary priority.

    Reverend Awedzani Nemaukwe, from the Uniting Presbyterian church, challenged Christians to pray and declare peace over South Africa, and encourage people to pray instead of fighting.

    "Pray for the schools, adopt police stations and business places. God has given us the power and through prayer, we will conquer every problem," Nemaukwe said

    LEPELLE-NKUMPI MUNICIPALITY SCOOPED POSITION 2 IN DISTRICT GREENEST MUNICIPALITY COMPETITION

    Lepelle-Nkumpi municipality scooped position 2 in the 2019-2020 Capricorn District greenest competition and was awarded a certificate and prize money of R25 000.

    The Greenest Municipality Competition (GMC) is an annual programme coordinated by the Department of Economic Development, Environment and Tourism (Ledet), aimed at assisting municipalities to achieve sustainable development targets while at the same time improving service delivery in a cost effective and environmentally friendly manner.

    The GMC is divided into three levels: District, provincial and national. Districts are expected to conduct GMC assessments every year to determine the winner, which will represent the district in the provincial assessments. The winner in the provincial assessments represent the province at the national assessments.

    This competition encourages municipalities who are the coal face of service delivery to adopt green practices to ensure a seamless transition to the Green Economy. This includes principles of reducing, reusing & recycling waste materials & introducing renewable energy initiatives.

    MUNICIPALITY CELEBRATES HERITAGE DAY IN STYLE

    Traditional attires and ululations were the order of the day when Lepelle-Nkumpi Municipality Mayor Cllr. Meriam Molala celebrated Heritage Month with employees at the Civic Centre. Employees showed up in their colourful clothing with accessories such as beaded headbands, bangles, Hele, xibelani and metsheka to showcase different cultural backgrounds.

    Mayor said: "I am a proud Pedi woman and I put on this attire with pride as it symbolises our identity. Each Pedi woman should own a set of traditional attire not only to celebrate Heritage Day but to celebrate their roots and love of their culture. Our clothes normally comprise bright colours as it represents happiness meaning we showcase our love and happiness through our clothes. If you want to be good looking in the attire, one must wear hele (the inner fabric that we tie on our waist) and the top part we wear, metsheka. These must match the moruka you wear on your head".

    Heritage Month serves as a catalyst for social-cohesion and nation building. Government calls on all South Africans to use Heritage Month to foster greater social cohesion, nation building and a shared national identity, through our multilingual diversity and unique heritage, we can strengthen our unity and build a cohesive society. The celebration of Heritage Month has created a conducive environment for all people to embrace and celebrate what was inherited or bequeathed to us by our forebears.

    CLEAN-UP CAMPAIGN LAUNCHED

    The municipality recently embarked on a clean-up campaign at Civic Centre offices. The campaign was focused on cleaning up the Civic Centre yard. In attendance were municipal officials, along with the Mayor, Cllr. Meriam Molala, Speaker, councillors and acting municipal manager, Mr. Tebogo Gafane.

    The initiative also comes as a response to Good Green Deeds programme which was recently launched in East London by the president of South Africa, Mr. Cyril Ramaphosa. The Good Green Deeds programme aim is to change behaviour towards littering, illegal dumping and waste in general. The programme is part of government commitment to clean South Africa to make our cities, towns and rural areas places where it is safe and healthy for all to live.

    The acting municipal manager, Mr. Gafane, outlined the purpose of the campaign. "The aim of this initiative is to rejuvenate all our municipal satellite offices, we want people to come to a clean offices. Let's be part of the cleaning campaign program and deal with litter in our municipality," he also explained that the cleaning campaign will also focus on other satellite offices in the next coming month, whilst ordinary cleaning services and maintenance will continue as normal.

    In addressing the participants, Mayor Cllr Molala explained that the rationale of the programme is to address the challenge of dirty office yards and to encourage every employee to play a role to maintain a clean environment.

    "This cleaning campaign are efforts to keep our township clean and to create awareness for people to stop littering and illegal dumping. At any situation, people are urged to abstain from throwing thrash on the streets as that is health hazardous to the community", she said.

    She continued saying that a dirty town has a negative effect on investment and tourism hence that should be avoided at all times. Mayor concluded by thanking employees and councillors that have attended and ensuring that the clean-up campaign is a success

    The Municipality promotes working together to create an environment that is friendly responsive, accountable, effective and efficient for local communities.

    MAYOR VISITED THE FAMILY OF A LIMPOPO MEDICAL STUDENT WHO DIED IN CUBA

    Health MEC Dr Phophi Ramathuba together with the Mayor of Lepelle-Nkumpi Cllr Mariam Molala and the royal family of Kgoshi Mafefe Thobejane II visited the family of the late Evident Pappy Nkoma.

    The late Nkoma was amongst the students who are on the Nelson Mandela Fidel Castro Medical Programme in the Republic of Cuba studying Medicine since 2014. The student is a permanent resident from Mafefe Village in Lepelle-Nkumpi local Municipality.

    The department had much expectations from the late in terms of his contributions to the health sector and Mafefe community.

    "When these children are recruited into this programme, we prioritise those who are academically bright, but who also come from poor homes that cannot afford to pay for their studies.

    "When they get into the programme, we then expect them to complete their studies, graduate and come back to help the country to address the shortage of doctors.

    "They are expected to return and serve the communities they come from.

    "We are therefore here to give words of comfort to the family, and assure them they are not alone at this difficult time," said MEC Ramathuba.

    The MEC has since sent a message of condolence to the Nkoma family. The Department of Health is working closely with DIRCO to facilitate the repatriation of his remains back to South Africa once the forensic investigations are concluded.

    INTRODUCTION OF MAYOR TO TRADITIONAL LEADERS

    The Mayor of Lepelle-Nkumpi, Cllr Meriam Molala was introduced to the traditional leaders who are directly elected to serve in Lepelle-Nkumpi Municipal Council in terms of section 81 (2)(a) of the local government municipal structures Act, 1998 (Act 117 of 1998). The names of the Magoshi have been published in the provincial gazette to serve in the proceedings of the municipal council for the period of five years which is linked to term of office of the current leadership. The composition of the traditional leaders as per the schedule 6 of the Act is as follows:

    Moshate wa Ga-Kekana, Mafefe, Ga-Mathabatha, Ga-Mphahlele, Ga-Seloane, Ga-Ledwaba and Ga-Chuene.

    The main purpose of the gathering was to introduce the mayor and identify community development issues in the areas of traditional leaders and simultaneously find practical solutions to any challenges that hinder rural development.

    Cllr Molala who was accompanied by the Speaker of council and Chief Whip gave an ear to traditional leaders who were also tabling some of the frustrations that Meshate are faced with. Issues were around water, roads, electricity and many more other issues.

    In her address, Molala said "As mandated by the highest sphere of government, our duty is to ensure that the communities we serve have access to water and have dignified sanitation, have roads and electricity. Over and above these mandated services, we need to play an active role in ensuring that poverty is alleviated, our communities have access to a conducive health care system, our children have a right to education and we implement programmes that will create job opportunities.

    We therefore call for a more active citizens where we as local government, tribal authorities and the community at large work together to improve the municipality. Going forward, we will ensure that in all our service delivery initiatives, we involve our traditional leaders to ensure more effective service delivery in their communities," Molala continued

    As the Mayor concluded she emphasised that "As government, we profound respect for our traditional leaders and we want to make sure that we strengthen our relations and ensure development is more evident in their community and that government's service delivery goals are reached through collaborative efforts between the municipality, tribal authorities, councillors, ward committees and the communities".

    MAYOR VISITS THE FAMILIES OF THE THREE PEOPLE WHO PERISHED IN A FATAL ACCIDENT

    Lepelle Nkumpi Municipality Mayor, Cllr Meriam Molala today took time to visit three families of the nine victims of a horrific multi-vehicle accident.

    The crash occurred near Ga-Rafiri village, along the R579 road in Zebediela on Saturday, 24th August 2019. She was accompanied by members of the PMT, Executive Committee and other Councillors.

    The Mayor offered her heartfelt condolences to the deceased's families. May their souls rest in peace.

    Capricorn District Municipality 8th Women's Parliament sparks inspiration

    Capricorn District Municipality (CDM) hosted a successful women's parliament at Lebowakgomo Civic Centre. The parliament was part of the activities scheduled in celebration of women's month.

    One of the purposes of the parliament were to empower and improve the lives of all women in the Capricorn District and to encourage the participation of women in areas previously and normally dominated by men. This seeks to challenge and address issues also relating to gender inequality.

    This was an opportunity to remember and celebrate women stalwarts who contributed positively to the democratic South Africa such as Lilian Masediba Matabane Ngoyi, Helen Joseph, Rahima Moosa and Sophia Williams and many more who fought against the pass laws on August 9th 1956.

    The session commenced with election of the Speaker for the day presided by the Speaker of CDM Council Cllr. Maite Mogale. During the process, Mavis Mashoene from Ga-Mphahlele was elected as the Speaker of CDM's 2019 Women Parliament. Mashoene's responsibility was to drive the women's parliament debate session.

    Women from different political parties debated different motions touching on issues affecting women in the district. Political parties were represented in terms of the current political parties' representation in the council of CDM.

    The motions sparked from the debates were; women, domestic and public violence and its effects on communities, women and municipalities rising up against unemployment, rehabilitation and development of women ex-prisoners and advancing women development agenda through skills development in pursuit of the 4th industrial revolution.

    Cllr Jara Masubelele spoke on behalf of the Executive Mayor of CDM Cllr. John Mpe. Addressing women in attendance Cllr Masubelele said "CDM is humbled by the resolve and dedication to the cause of the emancipation of women and the work done to change the life circumstances of people. There is no doubt that these efforts will help accelerate the advance towards achievement of goals for a better life".

    The parliament took place against the backdrop of women's month and this simultaneously presented an opportunity for women in gathering to voice out their concerns and share experience and ideas on various that affect their lives. The event was attended by different women across the district who came together to debate issues affecting them in the district and suggested ways in which those challenges can best be addressed by the municipality.

    Representatives from civil society, women in business, media, community organisations, political parties, non-government organisations, women in traditional leadership and many others from other respectable part of the district were in attendance.

    To top up the event, in the spirit of women's month, the Mayor of Lepelle-Nkumpi took an initiative to hand over sewing machines to forty eight young women of the LP-Youth Environmental Service Programme. Mayor Meriam Molala together with officials from Capricorn District Municipality presented the students with sewing machines to better enhance their skills in design and sewing. The project ran for a year and has since positively impacted the learners in the since inception.

    It has bred and harnessed young people's creative dreams in the field of design. This project not only seeks to spark conversation around sewing however, it is more of a breeding ground for job creation.

    WOMEN ENFORCEMENT OFFICERS MAINTAINS ORDER ON OUR ROAD

    Women's month celebrations have kicked off in Lepelle Nkumpi Municipality. The mayor Cllr Meriam Molala together with the Department of Transport and Community Safety and South African Police Services women officers in the Capricorn District have taken to R579 route to commemorate women's day.

    The theme of this activity is for women from all spheres to set an example on road safety measures. This is to celebrate women and the work they do daily and mostly to acknowledge the strength and power women possess in the society. The roadblock follows as the zeal and the need to place emphasis women power. "My expectation as a woman from you is to know that as women, we should be visible and feel secured. We are here to showcase our existence as women". Said Cllr. Meriam Molala.

    Word has it that women are emotional, incompetent drivers on the road, whether it's a fact or a myth, women were edged to prove this saying wrong. The gist of the message from the Mayor is to spread the habit of women as patient drivers. It is our role to inspire the practise of patience on the roads.

    Women are known for many great powers and in them lies the power of beauty, and beauty with purpose. The mayor appealed to the women in law enforcement from all departments to perform their work duties well and must always be on par when coming to work ethic, "let us spread the beauty inside and out in the work we do", expresses Mayor Molala.

    The women officers were thrilled to celebrate with the newly sworn in mayor of Lepelle Nkumpi Municipality. The morning kick-started with them in their uniform, symbolising unity, all women officers blockaded the route to search for any unlicensed cars and drivers.

    Despite the amount of heat, the Mayor also saw it fit to join the women, and put the work in as she was hard at work speaking to motorists and assessing them and their cars if they are indeed fit to be on the road.

    This goes to show the power that lies in women when they come together is unstoppable. This is to remember the incredible work of women such as Mme Lillian Ngoyi also known as the mother of Black Resistance and many more incredible women, as the saying goes, "you strike a woman, you strike a rock" and the society is encouraged to practise safety on the roads beyond woman's month.

    LEPELLE-NKUMPI APPOINTS NEW MAYOR

    Lepelle-Nkumpi Municipal Council in its special sitting on the 05 August 2019 elected Cllr Meriam Molala as the new Mayor, this after the resignation of Cllr Maria Ramokolo. Cllr Molala was elected as a Proportional Representative (PR) Councillor, filling in the vacancy created by Cllr Nakedi Sibanda's resignation.

    The newly elected Mayor said, "This responsibility will afford me an opportunity to contribute to the pursuit of changing the lives of the people of Lepelle-Nkumpi for the better. I will therefore hit the ground running to ensure accelerated delivery of basic services as enshrined in the Constitution, we cannot fail our people. We need to appoint capable managers and capacitate our Councillors for better services to our communities."

    Cllr Molala further said she will be adopting an open-door policy, thus urging the community to feel free to report any service delivery bottlenecks to her office.

    YOUTH INFORMATION FORUM SPARKS DIALOGUE

    One inspiring, information sharing session held at civic center Lebowakgomo, hosted by Lepelle Nkumpi Local Municipality this youth month. The gathering witnessed a number of youth from all corners of the municipality flocking to the hall for an intensive information sharing session.

    The representative from the youth office, Howard Masoga outlined the purpose of the gathering that it serves to expose the young people of Lepelle Nkumpi to possible and endless job opportunities that are available to them. "Most important, the municipality sees the need to introduce young people to reputable organisations that can assist the youth with regard to information they seek and we encourage the youth to take advantage of this opportunity", said Masoga.

    The event follows as the need to fill the information gap that exists within the youth. With the shocking figures regarding unemployment in South Africa and many other socio economic issues the youth faces, the guests who honoured the invite were the office of Limpopo Economic Development Agency (LEDA), South African Police Service (SAPS), Department of Home Affairs, Madisha and Smith Construction to name a few.

    Jerry Masenya from LEDA edged the youth to register companies and start their own businesses. "It is time we encourage youth to become employers, not only seek employment". We are happy to share with the young people that we have a new user friendly system at a snap and screening of a fingerprint in place that registers companies in a blink of an eye. Basil Ndlovu, a representative of a construction company encouraged the youth to go into construction or develop interest. He further went on to say there is a pool of opportunity awaiting young women in the construction field. "We are currently pushing for more employment and highly encourage career path in the field, and most importantly we advise young people to start now and resemble dedication and the zeal to work hard."

    Acting Mayor of Lepelle Nkumpi local municipality, Cllr. Mabote Makgati expressed his gratitude to those in attendance. "It is pleasing to see you coming in numbers when opportunities for you are laid to be grasped. It is only dutiful as the municipality to assist the youth of our country when they seek opportunities to better their lives." It is also important to note how privileged young people are to have an opportunity to gather in this form and share information in the plight to self-development. We should acknowledge that people such as Tsietsi Mashinini and Bantu Biko have fought for you to have this opportunity and for this, we should be grateful. In remembering the heroes, this youth month who fought and afforded you an opportunity to fight for your dreams.

    The young minds engaged and spoke of their experiences and most importantly requested that the municipality keep to this promise of availing themselves to ensure transparency. Some made recommendations to the SAPS of Lebowakgomo to work harder concerning the fight against substance abuse as it is mainly the challenge the youth is faced with. In the true spirit of the youth of 1976, let the honour of leading with pride and hard work manifest.

    A HAPPY COMMUNITY EQUALS A HAPPY NATION

    Everybody can be great because everybody can serve, in the words of Dr Martin Luther King Jr, June being the month of commemorating the youth of 1976 in South Africa, Lepelle Nkumpi Local Municipality together with Maximum Profit Recovery (MaxProf), a highly specialized financial services player founded in 2001, which offers reviews of VAT and AP's. They take pride in the ability to serve and bring about change to those less fortunate and this time around they graced the deepest slums of Lepelle Nkumpi Local Municipality to spread joy.

    The goal was to give back to several communities within the municipality. If there is anything to be learned from the history of June 1976, is that sacrifice is important and that charity should begin at home and team work makes the best work, as a result, the Municipality collaborated with Max Prof and hosted a Mayoral Project Launch to give.

    The municipality partnered with the organization to give back to the less fortunate and shone the light in schools and respective communities of Zebediela, Matome village as well as Ga-Mathabatha. The day kicked off with the giving away of a soccer gear for grannies from Zebediela. The grandmothers engage in football as a way to keep fit, healthy and strong. The Max Prof team then saw a need to offer them with a new sport kit altogether. The stream of this charitable event proceeded to Matome in Ga-Ledwaba to donate a wheelchair to Luther Mashiane who is nineteen years old living with disability.

    The cherry on top was the gifting of 170 new pairs of school shoes and bags of toiletry to learners at Ga-Mathabatha. The hall was filled to the brim by parents, teachers, SAPS officials, principals and representatives of South African Democratic Teachers Union (SADTU), as well as Kgoshi Mathabatha. All the stakeholders witnessed three primary schools namely Scheiding, Moleke and Moshabi together with one high school of Mogaputji receive the gifts. The community was smiling from ear to ear and gratitude poured in from the SADTU representative Molokwane Sekitiki, “we are glad that the municipality sees the need to come in solidarity with schools to combat the issue of learners walking barefoot to school” he further commended the municipality for not overlooking the rural communities and expressed that indeed the schools in rural areas are often neglected and that the issue has to come to an end.

    Lepelle-Nkumpi Local municipality, acting Mayor, Councillor Mabote Makgati, graced the event and encouraged the communities to support the kids who walk long distance to schools. "It is important to the municipality to eradicate the embarrassment the children face of being without proper and sufficient school uniform. We are grateful to the company of Max Profit Recovery for choosing to make an impact in our area, we urge the learners to do their best and the communities must strive their best to safeguard the future of the children."

    Pamela Pege, a CSR Project Coordinator at Maximum Profit Recovery encouraged the learners to keep their school shoes clean and shiny as they are gifted to them out of love and to restore their pride and most importantly, "the gesture was to ensure that no learner is left out in the cold winter and walks to school safely and comfortably." She pleaded with the parents to look after their children’s health with a diligent eye and care.

    EMANCIPATING A GIRL CHILD

    Lepelle-Nkumpi Local Municipality in collaboration with Cell C hosts "take a girl child to work" under the theme #MoreThanADay, which aims to promote the concept that one day is not enough to help motivate and support school-going girls. Many believe that societies prosper when girls are educated and the collaboration stems as a need to expose the girl child to any possible work environment as a way to inspire them.

    Take a Girl Child to Work Day was launched in 2003. It has grown to become one of the nation's most powerful social movements. The campaign has been received with enthusiasm and excitement from all sectors, including government, the private sector, media and non-profit organisations. It continues to encourage debate on the role of socioeconomic development and the promotion of gender equality, and women empowerment in South Africa. The Cell C Take a Girl Child to Work Day initiative was recognised in October 2016 as one of the unique interventions that sought to address a national risk of girls failing to take up opportunities open to them in the corporate world.

    The initiative occurs annually and it stands to simultaneously emancipate and groom the girl child. The campaign is proud to instil pride and exposure in girls, mostly from disadvantaged and marginalised groups and backgrounds that are often overlooked. It is a stepping stone into the world of career experience. And as usual, the organizers did not disappoint.

    Thirty grade 12 learners from Ngwanabahlalerwa High school in Matome Village and Ngoatotlou High School in Sepanapudi village were the chosen group for 2019 programme. The purpose of the day as outlined by the acting Municipal Manager, Nyiko Mashamba was to remind learners that they have the power to make their greatest dreams come true by believing in themselves through the influence of their mentors at work and giving them the opportunity to spend a day at work learning about the field of work they want to follow post University.

    "Through this campaign, we want to ensure that girls understand their potential and are given real insight into a range of careers. We hope to enhance their self-esteem and guide them in reaching their career goals because gender equality means that they should enjoy the same rights and opportunities across all sectors of South Africa," said Nyiko Mashamba. The Mayor, Cllr Maria Ramokolo in her keynote address said the Municipality is committed to support the campaign. "This is an illustration of our commitment as a Municipality that never again shall a girl child be subjected to oppression and related social ills, which impede women's progress in taking their position in society, she further encouraged the young girls to believe in themselves and to never allow anyone to tell them that they cannot do something. "Be careful of the breed of friends you keep because friends can either build or break you; associate yourselves with friends who motivate and encourage you to follow and pursue your dream," added Mayor Ramokolo. Learners were placed in different departments of the Municipality namely: Community Services, Corporate Services, Planning and Local Economic Development and Technical Services according to their areas of interest and they gained valuable first-hand work experience while participating in various activities. During the feedback session, the girls expressed satisfactory and happiness about their work experience. One of the learners thanked the Municipality for giving them a chance to explore. "I was placed at corporate department where I have learned more about recruitment and selection processes, I want to thank the Municipality for the exposure and experience given to us." Real-life work experience can play a big role in helping young learners choose their career paths. The Cell C Take a Girl Child to Work Day aims to show them there is a wide variety to choose from, and it also serves to help guide the girls on the steps they need to take to achieve their dreams.

    A FRUITFUL ENTREPRENEURIAL EMPOWERMENT SHARING SESSION

    Lebowakgomo - Civic Centre, Supply Chain Management hosted the community together with service providers and various stakeholders to disseminate information to SMME's and to present a report on the activities carried out by the supply chain management of the municipality in the previous year.

    The hall filled to the brim with concerned and inquisitive citizens of Lepelle-Nkumpi Municipality together with management and the presence of the Mayor were in attendance to adhere to the needs of suppliers and entrepreneurs. The purpose of the event was to build capacity of small businesses in the communities, to expose business opportunities that lie within the municipality and share information on how one can bid and become a supplier for municipality events as well as improving services of SMME's within the communities, said acting Municipal Manager Mr. Tauhlole Moroaswi.

    The mayor, Cllr. Ramokolo Maria put emphasis on the importance of supporting small businesses within the community. "SMMES's are expected to create ten percent of eleven million jobs by the year 2030 so government must carry the responsibility of stimulating growth and support of small business sectors". The aim is to transform the economic landscape of the municipality, to drive economic growth and most important leading by example and utilise local suppliers.

    Lepelle-Nkumpi municipality was proud to announce that almost thirty percent of tenders in the year 2018-2019 were added to SMME's, sixty-seven percent of tenders in the second quarter was added to local small businesses and almost managed to support women to bid in higher level five bidding business grading, this serves to ensure that the municipality is willing to cater to the radical economic transformation.

    Among stakeholders who graced the event were representatives from (LED) Local Economic Development from the municipality. They are currently seeking authority to develop a business registration centre to assist aspiring entrepreneurs locally who may wish to learn about entrepreneurship and registering businesses. He gladly shared with the public the tourism plans they have in the pipeline for the communities of Lepelle Nkumpi. "local economic development unit has developed a tourism map sheet which outlines the establishments that are tourism related such as creating a cultural route, to empower local businesses", says Mr. Matee Seduma.

    Supply Chain Manager, Tshilidzi Mukwhevo delivered a presentation on the activities carried out by SCM, guided by Act 108 of 1996 Legislative Framework. Issues that were touched on were mostly on bidding processes, tenders and municipality rates to mention a few. As any captain who runs a tight ship, things are not always a smooth ride and the rates were community member's main concerns. Young people were concerned whether it is relevant for youth to pay a fee for bidding with the common understanding that the youth is suffering from unemployment in the country.

    All entrepreneurs who qualify to bid for tenders were encouraged to participate. The supply chain management outlined that the bidding process requires one to qualify on admin compliance. However it is important to note that the municipality cannot award tenders to bidders who owe municipal rates.

    LEDA was among the invited stakeholders and they encouraged young people to attend entrepreneurial training offered at Cultural Centre in order for cooperatives to harness their entrepreneurial skills. It is important to note, Lepelle Nkumpi already has ninety-four people who have used the new self-service system offered at LEDA to register their companies.

    GO LOMA MORULA EVENT

    Lepelle-Nkumpi Municipality held its first official celebration of the First Fruit Season 2019, to honour the cultural heritage of the Marula in Mafefe Traditional Authority. GO LOMA MORULA is celebrated with the aim of promoting knowledge and awareness about the African Tradition of the cultural heritage associated with fruit of Africa to promote the tourism potential and economic development with regard to Marula.

    The event was celebrated through cultural dances and drinking of Morula beverage that was prepared by the women of Moshate wa Mmafefe. Marula is the "food of kings and ancestors," The main objective and purpose of the event as outlined by Kgoshi Thobejane was to remind the community of Mafefe about the importance of the season furthermore to encourage them to practice the correct procedures and educate the youth about Morula.

    During the celebration the Acting Mayor Cllr. Mabote Makgati said the Municipality is committed to promote culture and heritage, Morula is a traditional-cultural African fruit that has to be celebrated with respect and dignity "We appeal to the residents of Mafefe to ensure that the fruit benefits communities as people can make a living out of it, morula has an economic spin offs. This marula season can also be utilised as a tool to promote social cohesion and nation building" said Cllr. Makgati

    ‘GO LOMA MORULA EVENT’, which serves as one of the build-up towards the annual Marula Festival taking place annually in Ba-Phalaborwa Municipality in Mopani District. The festival is aimed at marketing Limpopo’s cultural and natural heritage, promoting conservation and protection of this national asset and promoting greater awareness’s, respect appreciation and acceptance of indigenous knowledge.

    Throughout Southern Africa, the ripening of the Marula fruits from December to March is celebrated. The “great harvest” begins in February/March, which also marks planting season.

    Womens Month: Female officers set up, run roadblock

    Lepelle-Nkumpi Local Municipality female traffic officers, in conjunction with its female law enforcement and traffic officers from Capricorn District, set up a massive "all-women" roadblock on Lebowakgomo Hospital road near specon water plant in celebration of Women's Month.

    The initiative, an annual event, saw more than 40 female officers conduct searches on vehicles, engage with road users, provide safety tips, and hand out pamphlets and stationery.

    According to Superintendent Queen Mogotlane of Lepelle-Nkumpi, female officers from the Capricorn District took part in the initiative, which was organised by the municipality.

    "In line with Women's Month, we thought that it was best that female officers be out and about, doing the roadblocks themselves," said Queen. “It’s not always that women are highlighted in this field, because it is male-dominated.

    "This (initiative) is held to strengthen our women and show them that we are capable of doing roadblocks without the help of male officers."

    Female traffic officers inspected numerous vehicles to determine their roadworthiness, checked whether drivers had their licences and issued fines.

    Speaking at the event, Lepelle-Nkumpi's Mayor, Nakedi Sibanda said that women in leadership positions need to be acknowledged and given the respect they deserve.

    "We know these roadblocks yield great results. As a municipality we have made great strides in promoting women empowerment across different areas, including traffic management. We are confident that upcoming operations and activities will make a difference. We cannot tackle road carnage on our own; road users should exercise caution and take all basic safety measures."

    The mayor also pointed out that it was very important for the nation to respect women as they have played an important role in shaping up our society.

    "We know of women who sell tomatoes at street corners and do many other forms of hard labour in order to take their children to tertiary," said the mayor.

    Roadblocks would be set up in various parts of Capricorn District, and women would enforce the law vigorously beyond Women's Month, sending a clear message that lawlessness would not be tolerated on roads throughout the year.

    Minister of Environmental Affairs officially launched and handed over 5 asbestos - free classrooms at Sealane Primary School and a road at Mafefe

    The Minister of Environmental Affairs, Dr. Edna Molewa has officially opened and handed over 5 asbestos-free classrooms at Sealane Primary School and an 8 kilometre asbestos-free road at Mafefe village.

    The projects are part of the Department of Environmental Affairs’ (DEA) efforts to eliminate exposure of communities to asbestos fibres. It is also an awareness raising initiative that aims to educate communities about the dangers of being exposed to asbestos. Scientific research has proved that exposure to asbestos causes diseases such as Asbestosis, lung cancer, malignant mesothelioma amongst others.
    In a quest to guarantee, safeguard, fulfil and protect communities from exposure to asbestos and its dangers, the Department of Environmental Affairs promulgated regulations that prohibit the use, manufacturing, import and export of asbestos and asbestos containing materials.
    The project in Mafefe has been to the value of R 43 million and has resulted in the employment of 68 local community members, 34 of which are women.
    Eighteen small enterprises benefitted from this construction by providing services including stone pitching, paving, building v-drains, wings and headwalls, and catering to the workforce.
    Two engineering graduates from the community were also skilled during the construction of the road. I trust that the knowledge they gained will be put to good use during further work within your community, and in the country as we work to alleviate the presence of asbestos in the structures our people use on a daily basis”. said the Minister
    She further reiterated that “As many of you know, Sealane Primary School was built in 1958. There was a building that housed 3 classrooms that was built utilising asbestos from the nearby mine. Some of you attending this event carried the dangerous material to construct the school out of the love of education. You did not know that you are bringing dangerous material to that has the potential to kill you. Over time, the building began to deteriorate with fibres being released into the environment.
    As a precaution to the learners, this building was abandoned in the 1980’s and other buildings were used to house the learners. The state of deterioration was such that it was decided that that the building be demolished and rebuilt. These are the buildings you see here today.
    With regard to the road: there is approximately 100 km of asbestos contaminated roads/streets in Mafefe village that requires remediation.  Due to the limited amount of funds available, for now we have only been able to rebuild 8km of the road from Kappa towards the Olifants River and around the village during this round of implementation”.
    She closed by outlining that “These roads were replaced because they run next to creches and schools and will now limit the exposure of children to asbestos fibres in the air.
    Remediating the roads in Mafefe is the first step to improving the economy of this area by allowing access to areas that were once difficult to enter”
    The National Environmental Management Waste Act (NEMWA), Act No.59 of 2008 provides framework for management of contaminated land and is founded on polluter pay principle and Risk Base Approach.
    The five asbestos-free classrooms at Sealane Primary School have been furnished with desks that are manufactured from biomass from cleared Invasive Alien Plants and manufactured at the Department’s Working for Water Eco Furniture factory in Ga-Rankuwa.

    Lepelle-Nkumpi Joins the Province at Sekutupu Old Age Home for Mandela Day

    Mayor, Cllr Nakedi Sibanda-Kekana joined the Acting premier Ishmael Kgetjepe of Limpopo, MEC for Social Development Mapula Mokaba-Phukwane and Capricorn District Municipality Cllr John Mpe in dedicating Mandela Day by devoting 67 minutes by painting the guard house, administration block and cleaning the yard for the senior citizens at Sekutupu Old Age Home, Zebediela.
    The municipality participated in the 67 minutes by identifying two old people in the area of Lepelle-Nkumpi who are celebrating their centenaries
    Mandela Day is celebrated on 18 July throughout the world where thousands of people actively recognise Mandela’s legacy by providing a service for the greater good. This year marks the centenary of the birth of Nelson Mandela. He was formulated on the idea that just one person has the power to change the world. Nelson Mandela at his 90th birthday celebrations in Hyde Park he said, “Where human beings are being oppressed, there is more work to be done. Our work is for freedom for all. After nearly 90 years of life, it is time for new hands to lift the burden. It is in your hands now.”
    The Mayor, in partnership with the Executive Mayor Cllr John Mpe, bought winter gifts for the two old people who are both 100. That is Mr Thole and Mme Mothwa.
    About 200 people joined this event and participated by painting the administrative block, doing garden and waste management, washing and ironing and also cooking.
    Mandela Day themes were focused on four pillars needed for social injustices to be eradicated; food security, education and literacy, shelter and infrastructure, service and volunteerism. The message behind Mandela Day is simple – each individual has the ability and the responsibility to change the world for the better.

    Lepelle-Nkumpi partner to end violence against women and children

    For the 16th year, South Africa is taking part in the global 16 Days of Activism for No Violence Against Women and Children campaign, which runs from 25 November (International Day for the Elimination of Violence against Women) through to International Human Rights Day on 10 December.
    Capricorn District Municipality in partnership with Sapa Yopa, Million Men March, Office of Public Protector and Lepelle-Nkumpi Municipality, commemorated the District #16DaysOfActivism of No Violence Against Women and Children at Zebediela, Ga-Rakgwatha village. The campaign was held under the theme, “Count me in, together moving a non-violent South Africa forward.
    While the campaign runs only for 16 days each year, its objectives are reinforced by a year-long programme and a national plan to combat abuse.
    South Africa is still home to high levels of violence against its women and children, despite a world-renowned Constitution and a legislative overhaul that safeguards women and children’s rights.
    The government, business, civil society organisations, faith-based organisations and the media are all participating in the drive to increase awareness of the negative impact of violence and abuse on women and children.  The campaign also aims to:
    Challenge the perpetrators of violence to change their behavior.
    Involve men in helping to eradicate violence.
    Provide survivors with information on services and organisations that can help lessen the impact of violence on their lives.
    CDM Executive Mayor, Cllr John Mpe welcomed all present and thanked all for the positive response to the country's recommitment of its stand of No violence against women and children. He emphasised that this is a year round message and not just during these 16 days and called upon all to daily campaign and stand against violence and abuse of women and children.
    "We take a stance together with the rest of the country and the world in ending pain and suffering that women and children continue to be subjected to daily. Incidents of violence in our homes and on the streets are an anathema to what we stand for as Capricorn District and as humanity," Executive Mayor Mpe said.
    He concluded by encouraging all parents to play their meaningful role in guiding the current and upcoming generations, thus shaping the future of the country and leaving a great legacy to be followed by the younger generation.

    Mayor pays homage to Traditional Leaders at a breakfast meeting

    All seven traditional leaders from clusters of Lepelle-Nkumpi were brought together to a breakfast meeting which was held at Lebowakgomo government complex.  The purpose of the meeting was to thank the traditional leaders for the partnership during the year, their service to their communities and for working with the Municipality in bettering the lives of residents.
    Portfolio Chairperson for Community Services, Cllr. Mabote Makgati said, “It is important for the Municipality to consult and take the views of various stakeholders into consideration when planning. We have various platforms where we engage our people on issues relating to service delivery in our villages and townships. We are also pleased to be here today to continue with our journey with the important institution that serves as an integral function in the process of rural development and socio-economic transformation of our Municipality.”
    Makgati added that, “Traditional leaders have been there for ages and it is our duty to make sure that these leaders are treated with the dignity they deserve, it would have been a fundamental fault for us to end this year without meeting you. We know you had concerns on service delivery and advised us where necessary.”
    Inclusion of traditional leaders in municipal Council processes is an indication that the Municipality regards traditional leadership as an important part of service to communities.
    During the meeting, the traditional leaders commended the Municipality for delivering basic services in areas under their jurisdiction.  Kgosi Sello Kekana III of Zebediela Tribal Authority, said meetings with the Mayor were an important vehicle for service delivery in villages within Lepelle-Nkumpi. “During our previous meetings, we deliberated on several service delivery challenges. We really thank our Municipality for taking us through in this service delivery initiative. We will continue to support Lepelle-Nkumpi Municipality and the Mayor because they also value our contributions.”
    Cllr. Makgati concluded by showering the Traditional Leaders with gifts and wishing everyone a blessed and prosperous festive season “May this festive season fill your life with bright and precious moments. It must bring you lots of sweet and pleasant surprises.  Your devotion to the business of government continues to guide us as we pursue the mandate your communities gave us.     SOD Turning and introduction of roads projects and contractors to Traditional Leaders

    Lepelle-Nkumpi Municipality Mayor, Cllr. Nakedi Sibanda-Kekana led a delegation which included Portfolio Chairpersons to officially turn the sod for the construction of Hwelereng access road from gravel to tar, Upgrading of Rakgoatha internal street and storm water phase 2 and Hweleshaneng access road from gravel to tar projects.
    The projects will address community outcry on bad roads in various villages as this was consistently raised by communities during Integrated Development Plan public participation meetings.
    The construction of Hwelereng access road from gravel to tar contract is awarded to Kgwadi ya Madiba General Trading with a total budget of R11 599 804.38 at a 2.5km distance.  Upgrading of Rakgoatha internal street and storm water phase 2 contract is awarded to Papate Elias construction and Project cc with a budget of R21 022 925.54 with a 2.3km distance. Further that the Hweleshaneng access road from gravel to tar is awarded to Bagaphala Projects Trading cc with budget of R20 439 578.68 on a 3km distance.
    Sod turning ceremonies of these infrastructure projects were led by the Mayor and portfolio head of Roads, Transport and Electricity to officially introduce the project, contractor and consultants to communities and the local tribal authorities.
    The Mayor highlighted the importance of bringing basic services to the people through infrastructure development. “We are giving community members platforms to participate in government planning and implementation of services through these engagement meetings so that you know about the projects.  We are doing this to keep community abreast on the developments that are about to happen in their villages for them to take ownership of the projects.”
    It is important that the Municipality put Traditional Leaders at the forefront of service provision as the relevant authority and due to the rural nature of our Municipality. This can be witnessed through inclusion of representatives of moshate on the project steering committee.
    The Mayor further indicated that the projects will benefit local business people and give training to the youth on different skills. “If there are problems with the projects, the community must report the matter to Municipality instead of resorting to damaging the road, as this will result in government having to fix the damages rather than bringing more development in the area. Contractors must employ the unemployed in the community and surrounding areas, if we work together we can move South Africa forward.”

    Minister of Police presides over opening of Malipsdrift Police Station

    Jubilation and excitement was the order of the day at Malipsdrift police station during the official opening ceremony. Anticipation filled the air as the crowd awaited the arrival of the Minister of Police, Mr Fikile Mbalula.  Limpopo MEC for Transport and Community Safety, Mme Nandi Ndalane, Acting National Commissioner, Lieutenant-General Lesetja Mothiba and Limpopo Provincial Commissioner, Lieutenant-General Nneke Ledwaba also graced the event.

    The arrival of the SAPS band and the guard of the honour ignited the crown as the procession marched melodically and precisely to the parade with pride and discipline. The programme was directed by Sergeant Matsietsa with Chaplain Lt Col Mahlangu taking to the podium and to read the word of God from the scriptures and prayed for the success of the event. Acting National Police Commissioner, Lieutenant-General Lesetja Mothiba took the opportunity to welcome the guests and mass wherein he took a moment to highlight the community about the scourge of crime in Malipsdrift policing area.

    “Rape, sexual offences, gender based violence, burglary, drug abuse and hijacking are predominant crimes in the area. We therefore appeal to the community to work together with the police and also be patient with the young officers who are still learning the trade in the service, taking into consideration that the police environment is challenging and ever changing.”  General Mothiba further said the young officers should be given a chance to learn and work efficiently, whilst on the same note condemning corruption in the police service.

    Shortly after inspection of the parade, the Minister and his entourage proceeded to the Community Service Centre where he unveiled the plaque, cut the ribbon, received the keys and officially opened the Malipsdrift Police station. It was exactly 13:20 when the Community Service Centre (CSC) doors where officially opened and the Minister walked into the CSC to endorse this remarkable day in the occurrence book.

    Limpopo MEC for Transport and Community Safety, Mme Nandi Ndalane also took to the stage and gave a message of support whereby she urged the community to work hand in glove with the police to fight the scourge of crime.

     

    “I am grateful that the new police station will bring relief to the community's challenge of lack of police services and criminals in this area will no longer have no place to hide.  The police station is equipped with a VEP centre which will ensure that victims of crime are serviced accordingly,” Minister Mbalula said.

    Mbalula further reiterated on the issue of adhering to the Ministerial six point plan which promises the best service the police can offer in terms of victim support. “No victim will be turned back or chased away from any police station and victims should be treated with respect and dignity. We also encourage women to stand on their feet and end abusive relationships, as one slap is enough for you to leave him.”

     

     

    Limpopo Provincial Commissioner, Lieutenant-General Nneke Ledwaba seized the opportunity to give the vote of thanks immediately after the Minister's key note address, thanking all functionaries, dignitaries and role players who attended the event. “Let me also take this opportunity to also reassure the Minister of Police that the six point plan is in place and all the cluster and station commanders were made aware of it and have committed themselves to upholding the guidelines.”

    Capricorn District Municipal Council reaches out to Lebowakgomo community

     

    The Local Government:  Municipal Systems (Act 32 of 2000) calls for Municipalities to encourage and create conditions for the local community to participate in their affairs. Capricorn District Municipality (CDM) reached out to the community of Lepelle-Nkumpi during a massive council outreach meeting held at Lebowakgomo High Sports Ground.

     

    The outreach attracted multitudes of residents who queued up to raise questions about municipal service delivery performance in their areas. Most concerns were about the delivery of water, electricity, ageing infrastructure, sanitation, roads and local economic development.  The questions were directed to the Executive Mayor, Mayoral and Executive Committee members for response.

     

    Mr. Lepulane Mphahlele of Nkotokoane village, Ga-Mphahlele said the area had no reliable water project and primary health care facilities “We see water projects being implemented in other areas but at our area water is still a challenge.  Water supply is sporadic and some days are worse than others.”

    In her response Lepelle-Nkumpi Mayor, Cllr Nakedi Sibanda-Kekana, promised community members that all the issues raised will be attended to as a matter of urgency.

    In a prelude to responses before giving a detailed report on the status quo of projects, CDM Executive Mayor, Cllr John Mpe said Lepelle-Nkumpi is one of the driest regions with low sporadic rainfall patterns and that it affects availability of water in sources.  “Most of the water schemes in this area rely heavily on bulk water supply and it is often not enough.”

    The district is currently faced with the never ending predicament of water theft through illegal water connections which has cost the municipality millions of rands. “We plead with our communities to report water theft in their communities to the police and local councillors and assist the municipality fight this problem.” 

    The Lebowakgomo sewage plant has been refurbished to cater for many sewage inflows from the township.  The plant was overflowing causing unnecessary smell and discomfort.  All that will be history as the sludge was removed, sand which filled up the plant is removed and the waste screening also repaired. Cllr Mpe further said, “We urge the people of Lebowakgomo not to flush sewage-unfriendly waste such as diapers, tampons, wipes, floss, facial cloths, wool, cotton and others that clog system and cause spillage.”

    The District Municipality has launched Operation Theeletša with the aim of bringing Council closer to the people and listen to their service delivery and governance concerns. “It will not be business as usual in this new term of governance.  All councillors should make themselves known, accessible and available to the people they serve,” Executive Mayor Mpe said.

     

    During the event, community members were thrilled to receive government services at their doorstep. These include services from the Independent Electoral Commission (IEC), Departments of Home Affairs, Social development and Justice, South African Social Security Agency (SASSA) and Road Accident Fund (RAF).

    A GOOD SAMARITAN DONATES FOOD PARCELS TO THE INDIGENT FAMILIES

    Six families were able to enjoy their Christmas, thanks to food parcels donated by a Good Samaritan, Mr. Karabo Petrose Serakalala of Kgokagano Trading. The donation is part of his company’s Corporate Social Investment (CSI) projects.

    The beneficiaries, who are low income families in the area were selected by Ward Councillors with the help of Ward Committee members.  The handover event was held at Lebowakgomo Civic centre boardroom, for residents from Ward 12, 14, 16, 18 and 26. One of the beneficiaries identified as Mahlatse from Zebediela - Moletlane Village, stays in a RDP house with her two children and five siblings received a food parcel which she said will assist her family.

    She said she cannot express enough how grateful she is for the parcel she has received. “I am unemployed and I only receive a grant which is not enough to feed the whole family. The food parcel will really make a difference in our family and will provide meals for the next month,” Mahlatse said.

     

    Speaking at the event Mr. Serakalala said, “I feel bad watching poor families struggling to make ends meet as I also grew up in a poor family as my parents are former farm workers, who had to raise four kids from the little money they were earning at the farm.” He also added that with more than thirty Million poor people in this country and 27.7 % unemployment rate, “I will forever assist and share the little I have with the poor people and as business people we cannot fold hands and blame the government at all times.” 

     

    The Mayor Nakedi Sibanda-Kekana in her address said, “The Municipality is grateful for the donation made by Mr. Serakalala as part of supporting and sharing with the poor, indeed indigent families deserves welfare assistance so that they can have a better life.”

    Joining #ActionAgainstPoverty

    Every year on 18 July South Africans together with the global community honour late former president and international icon Nelson Mandela through celebration of Nelson Mandela International Day. The overarching objective of Nelson Mandela International Day is to inspire individuals to take action to help change the world for the better, and in doing so build a global movement for good.

    The Nelson Mandela International Day campaign asks that individuals, groups and corporates pledge 67 minutes of their time on 18 July, and every day thereafter, to give back. It offers South Africans and the world an occasion to honour the ethos of the late Nelson Mandela.

    This year’s campaign as declared by the Nelson Mandela Foundation focused on fighting poverty under the theme, #ActionAgainstPoverty. Poverty impacts the entire country and is the root cause of malnutrition, poor education, disease, skills deficit, and unemployment, loss of dignity and even anger and violence.

    This year marks four years since the passing of Nelson Mandela in December 2013. Lepelle-Nkumpi Local Municipality joined the rest of the world in celebrating the life of the late statesman’s birthday. The celebrations kicked off at Bana Barena Crèche in Ga-Mathabatha Village with the painting of walls on classrooms and carport steel, installation of new door handles and also cleaning the crèche yard.

    LNM Mayor, Cllr Nakedi Sibanda-Kekana said, “This is an important day for all of us, Nelson Mandela was a good man and we need to follow suit. In order for us to succeed, we must be united and work hard 365 days. Overcoming poverty is not a task of charity, it is an act of justice, like slavery and apartheid; poverty is not natural. Poverty is man-made and it can be overcome and eradicated by the actions of human beings.”

    The Municipality is committed to fighting the triple challenges of unemployment, poverty and inequality and urge all residents to act not only on Mandela Day but every day against scourges that affect the lives of our lives.

    Linah Mathabatha, a grateful parent said, “We are overjoyed as our children will be in a safer and more beautiful place, may the municipality continue doing such warm gestures.” The day ended with a needy family of five being handed food parcels.

    Investment Attraction Summit inform development and an investor friendly environment

    The 2016/17 Investment Attraction Summit is anticipated to serve as an excellent guideline to inform development and an investor friendly environment. Future activities will be focused engagements with potential investors, with inputs and recommendations of the summit expected to find expression in the reviewed Local Economic Development Strategy and the anticipated Tourism Plan for the Municipality.

    The Summit attracted the following businesses and stakeholders: ABSA, Limpopo Economic Development Agency (LEDA), Mogodi Sand and Brick Yard, Napogadi Holding, Sedikong sa Bophelo, Kgaiwa, MPIC, department of Rural Development and Land Reform (DRDLR), Mall@Lebo, Lepelle-Nkumpi Business Forum, ThaboMoopo Hospital, Terraform Global, Angel Feeds, Skyline, Dithabeng Mining and ThibeGale Mining. Kgoshi Kekana, Kgoshigadi Seloane and Kgoshi Mathabatha were also in attendance.

    Economic clusters covered were the following: Agriculture, Tourism, Mining and Property Development. The four were grouped to have two commissions; namely, Agriculture/Tourism and Mining/Property Development, which were tasked to respond to the following questions:

    • Factors leading to businesses and investors not investing in Lepelle-Nkumpi?
    • What actions should be taken to create a conducive and investment attractive environment in Lepelle-Nkumpi?

    In her speech the Acting Mayor, Cllr. Maria Ramokolo emphasised that, "There is a need to establish Lepelle-Nkumpi as an investor friendly hub with better services, excellent leisure products, agricultural hub, World class shopping facilities and safer residential areas. Entrenching support for investment attraction into Lepelle-Nkumpi must be prioritised."

    The Acting Mayor further highlighted the need to prioritise the construction of the connecting route between Ga-Mampa, Tzaneen and Maruleng through Lekgalameetse Nature Reserve as a post-apartheid legacy project.

    Resulting from discussions and plenary session identifying factors hindering investments, the Summit recommended the following in order to change the investment trajectory in Lepelle-Nkumpi:

    • Facilitate an urgent land summit.
    • Draft and adopt a clear land policy for Lepelle-Nkumpi
    • Implementation of By-Laws to enhance formal property development
    • Empowerment of SMMEs and Cooperatives in Lepelle-Nkumpi
    • Cluster future investment engagements
    • Improved provision of basic services such as roads, water, electricity, waste management, communication network and general connectivity

    11th Conference usher in new Ward Committees

    The Local Government: Municipal Systems (Act 32 of 2000) makes provision for public participation in Municipal processes in terms of implementing and reviewing of Integrated Development Plan (IDP) and performance management monitoring.

    On that note, Lepelle-Nkumpi held its 11th Ward Committee Conference over 2-days at Oasis Lodge in Mokopane to usher in the newly elected Ward Committees for the term 2016-2021. The aim of the conference was to strengthen and capacitate the Ward Committees for effective, efficient and quality service delivery through a refined ward committee system.

    The conference was also attended by among others Municipal Councillors, Community Development Workers (CDWs), Traditional Leaders, Speaker of Capricorn District Municipality, Cllr Nakedi Lekganyane, officials from Limpopo department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA), ESKOM and Public Works.

    Ward Committees are structures established in terms of the Local Government: Municipal Structures (Act 117 of 1998). Each of the Municipality’s 30 wards are manned by 10 ward committee members who are selected from a broad range of interest groups most relevant to the key performance areas of the Municipality. The areas include municipal services such as water, electricity, housing, sanitation, roads, storm-water and drainage and social services including health, safety and security.

    Lepelle-Nkumpi Municipal Speaker, Cllr Phukuwe Ntsoane welcomed all the participants and outlined objectives by emphasising unity amongst Ward Councillors, CDWs and Ward Committees. "We are here under the theme, "Working together we can move Lepelle-Nkumpi Municipality forward through public participation." We must outline the key priorities and remind each other of our responsibilities and assessment from the commencement of the 2017-2018 financial year, we must asses our footsteps on how we must improve the daily living of our people in the community," Cllr Ntsoane said. Best performance of will also be rewarded at the next Ward Committee Conference.

    Various presentations were made regarding the capital projects for 2017/2018; ESKOM on how to save electricity; Public Works regarding Expanded Public Works Programme (EPWP) status quo in the Municipality; and CoGHSTA on the Back-to-Basics Report.

    The importance of capacitating Ward Committees as a way of improving their skills towards working with the communities in reinforcing Back-to-Basics model as adopted by the Presidential Summit on local government by putting people first "BathoPele" was also highlighted.

    In her message of support, Speaker of Capricorn District Municipality, Cllr Nakedi Lekganyane said, "As the country is celebrating 23 years of freedom and democracy, we must acknowledge the achievements made thus far in dealing with service delivery challenges. Our communities want us to redouble our efforts in addressing the triple challenges which are unemployment, poverty and inequality as identified in the Integrated Development Plan."

    LNM Mayor, Cllr Nakedi Sibanda-Kekana applauded Ward Committees for their good work. "You are the ambassadors of our people and the job you do every day is an inspiration in the communities, as you volunteer your time and money to serve the people. One of the resolutions we are planning to adopt this financial year is to increase the ward committee’s stipends to ease the work of every ward committee member in all the wards."

    The Mayor further emphasised that, "As foot soldiers in our communities, you must always be the eyes and ears for our people. We also need to ensure that our environment is well taken care and reduce damage to the ozone layer by not burning the bushes unnecessarily. Let us also strengthen the door to door campaign to create a well informed profile of all the indigent households."

    The Back-to-Basics as announced by Cooperative Governance and Traditional Affairs (CoGTA) Minister, Mr Desmond Van Rooyen at the Local Government Summit will ensure that all municipalities improve on the delivery of services to citizens by putting people first, "Batho Pele." Also initiative a process of setting benchmarks for municipalities to perform their basic responsibilities, every day, without fail.

    The political leadership as well as administration of the Municipality was happy that the conference was a huge success. All the participants went home with a full understanding of their roles and their relationships with different stakeholders of the Municipality in accelerating service delivery to our communities.

    The Ward Committee Conference resolved to recommend to Council as follows:

    • To develop and refurbish heritage sites within LNM for tourist attraction;
    • To upgrade Lebowakgomo Stadium to meet PSL standards;
    • To strengthen communication channels between LNM and its stakeholders for proper communication in relation to service delivery projects;
    • To develop residential site in Lebowakgomo;
    • To increase support for our Co-operatives and SMME’s;
    • To provide capacity building to the community of LNM to make them appoint able to LNM;
    • To develop a strategy that will ensure speedy repair of municipal assets e.g. trucks, buildings;
    • Strengthen the recruitment policies to ensure appointment of competent staff;
    • To develop awareness programs that seeks to encourage communities to pay for services;
    • To increase the ward committee stipend as soon as possible;
    • To develop anti-land invasion programs;
    • Create a common strategy to introduce contractors to tribal authorities;
    • Prioritise internal streets regravelling;
    • To ensure that Road Agency Limpopo and SANRAL maintain roads;
    • To develop capacity building programmes for School Governing Bodies and Home Based Carers;
    • To strengthen Security and Safety programmes; and
    • To sort out the unclear title deeds of Lebowakgomo Unit B

    Protecting children to move South Africa forward

    Lepelle-Nkumpi Local Municipality in partnership with Limpopo Childline and SAVE the Children celebrated Child Protection Week at Dithabaneng Village Ga-Mphahlele under the theme "Let us all Protect Children to Move South Africa Forward", with the purpose was to raise awareness and educate society about children’s rights.

    National Child Protection Week is observed in South Africa annually to raise awareness of the rights of children as articulated in the Children's Act of 2005. Reducing the high levels of violence against children is among South Africa’s most overwhelming tasks. Despite the country’s progressive child protection laws, policies and programmes preventing and addressing violence against children, it remains a major challenge.

    The campaign began in 1997 and it aims to mobilise all sectors of society to ensure that children are cared for and protected. While the initiative is led by the Minister of Social Development, it is every citizen’s duty to protect children and creating a safe and secure environment for them.

    The day started with soccer and netball games competition amongst the different crèches under Lepelle-Nkumpi, with the kids and learners later gathering in the hall for a formal programme. A representative from Child Care Mr Nelson Letuka highlighted that despite efforts of the South African government and civil society to protect children from child abuse, neglect and exploitation, many children still remain vulnerable. “As a society we have a duty to further ensure that the most vulnerable in our society do not suffer abuse and by working in unison we can create safer and healthier communities for our children to thrive,” Letuka said.

    Letuka also called on all the residents of Lepelle-Nkumpi to support Child Protection Week by wearing a green ribbon and to call the Childline Hotline number (08000 55 555) to report any abuse. “The green ribbon displays your commitment and support in protecting the rights of children. Take a stand and get active – do your bit for our future leaders.”

    The Acting Mayor, Cllr Mabote Makgati in his keynote address emphasised that communities must unite to protect children. "We need to create an environment or a community where our children can grow in a safe space because they need to be safe. We need to ensure that we protect and strengthen families because that is where violence starts."

    Cllr. Makgati further said, "Communities need to rally around their own families to make sure that they are strong enough to protect their members including their children."

    Department of Communications drives Digital Migration public awareness campaign in Lepelle-Nkumpi

    South Africa has started with the process of migrating broadcasting signals from analogue to digital in line with the International Telecommunications Union (ITU) resolution.  The department of Communications embarked on a Digital Migration Public Awareness campaign at Motsane Sports Ground, Mafefe which was preceded households’ visits in Mametja and Magolela villages for inspection of set-top boxes already installed.

    The entourage comprised Department of Communications Acting Director-General, Ms Basani Baloyi; Capricorn District Municipality Executive Mayor, Cllr John Mpe; Lepelle-Nkumpi Mayor, Cllr Nakedi Sibanda-Kekana; Speaker, Cllr Phukuwe Ntsoane; Chief Whip, Cllr Tswaledi Thobejane; Kgoshi Setlamorago Thobejane; and Ward 29 Cllr Sabulone Mphofela as part of driving the Digital Migration Public Awareness embarked on a campaign at Motsane Village in Mafefe.

    The public awareness campaign was aimed at informing Lepelle-Nkumpi community members about government’s Broadcasting Digital Migration project, where a household need to be earning an income of R3 200 or less in order to qualify for a subsidised set-top box.

    Capricorn District Municipality Executive Mayor, Cllr John Mpe thanked the Department of Communications for the sterling work they are doing. “As Capricorn District Municipality, we are proud that the digital migration programme contributes to national policy on capacity development on local content production. This means that there will be enough channels to showcase the culture and lifestyle of the community of Mafefe in future and will empower our communities in different ways.” He urged all qualifying community members of Mafefe to go out in numbers and register with the South African Post Office Branch near them.

    Department of Communications Acting Director General, Ms Basani Baloyi outlined the primary objective of the digital migration programme. “The primary objective of digital migration is to clear the radio  frequency  spectrum currently  occupied  by broadcasters,  and thus facilitate  the  provision  of wireless  mobile  broadband services  and other  innovative  applications that benefit communities,” Baloyi said. She further said digital migration will create new business opportunities and more players in the market, thus contributing towards entrepreneurship and job creation in the broadcasting and digital content-generation field.

    “We wish to reiterate that the Limpopo Province as it is situated along the borders of Botswana, Zimbabwe and Mozambique is therefore considered as a priority Province in line with the Southern African Development Community (SADC) protocol on communications with regards to Member States’ commitment to ensure that there is sufficient mechanisms in place to avoid broadcasting signal interferences from one country to another. I have been informed that there is a poor network reception in this area and as such have brought along SENTECH and Independent Communications Authority of South Africa (ICASA) who will ensure that this challenge is resolved,” Baloyi added.

    It is the role of government, in particular the Department of Communications to lead implementation of the digital migration project by developing appropriate policies, strategies, acquisition and installation of set-top boxes (STBs) for the country. There are other key entities that are the implementing arms of government in this critical project, namely; South African Broadcasting Corporation (SABC), South African Post Office (SAPO), SENTECH, Universal Service and Access Agency of South Africa (USAASA), and ICASA. These entities report to the Department of Communications on the implementation of the project.

    There are a total of 585 840 projected qualifying indigent television viewing households for set-top boxes in Limpopo. The current average monthly registrations processed by SAPO for the period 1 to 31 March 2017: 5 550 in the province.

    MUNICIPALITY HOSTS TAKE A GIRL CHILD TO WORK

    Lepelle-Nkumpi Local Municipality in partnership with Cell C, one of South Africa’s largest mobile phone companies, recently hosted 40 learners from Chita Kekana Secondary School, Mashianyane Secondary School, Mosepedi Secondary School and Sethwethwa Secondary School as part of the “Take a Girl Child to Work” initiative.

    The learners together with their teachers were welcomed by the Chief Whip, Cllr Tswaledi Thobejane, during his welcome, who said, “This is your municipality and I want you to feel at home. All the offices belong to the community, so they are yours.

    The Mayor, Cllr Nakedi Sibanda-Kekana in her keynote address said the Municipality is committed and support the campaign. “This is an illustration of our commitment as a Municipality that never again shall a girl child be subjected to oppression and related social ills, which impeded women’s progress in taking their position in society. Today in support of this campaign, we are declaring our support to change our world through promotion of a non-racial, non-sexist, democratic and prosperous society.”

    The Mayor further expressed hope that the visit will also assist the girls in making career choices. “The intention is to ensure that you are well informed about career choices so that you can be able to make wise decisions when you enter tertiary institutions.”

    The girls were assigned to different departments of the Municipality, namely; Municipal Manager’s Office, Community Services, Corporate Services, Planning  and Local Economic Development and Technical Services. Cell C initiated the “Take a Girl Child to Work” campaign in 2003 with the aim of exposing girl learners to the world of work and wide range of career role models.  The campaign seeks to inspire girls to achieve their goals and ambitions whilst making them aware of an important role they can play in South Africa’s economy.  The campaign is in line with Goal No. 3 of the Millennium Development Goals (MDG), which is to “Promote Gender Equality and Empower Women”.

    During the feedback session, the girls expressed satisfactory and happiness about their work experience. One of the learners thanked the Municipality for giving them a chance to explore. “I don’t know what to say, but I want to thank the Municipality for the exposure to its operations.”

    The Municipality promotes awareness on gender issues, the rights of girl children, as well as the benefit of encouraging girl children to acquire the prerequisite work skills that will contribute to the “Sustainable Prosperity of Municipality”.

    LEPELLE-NKUMPI BACK TO SCHOOL CAMPAIGN 2017

    Matriculants around Lepelle-Nkumpi Municipality started their academic year on a high note, after the Mayor of Lepelle-Nkumpi Cllr Nakedi Sibanda together with her Executive members of Council embarked on a Back to School Campaign on the first week for 2017 academic year.

    The main aim of the campaign was to check annual matric results in order to monitor progress of schools in the area, motivate under performing schools, acknowledges best performing schools and encourages them to keep it up.

    The Mayor was accompanied by Capricorn District Municipality, Chief-whip Cllr Calvin Masoga who gave the message of support to learners, educators and School governing Body (SGB) at Sethwethwa Secondary School. "This school has set a high standard and as the 2016 class has made us proud, we expect class of 2017 to do even better" said Masoga. We are here to support you as leaders, and there are platforms created by government to assist learners and these opportunities must be utilised. Learners must strive to archive good results despite their challenges that they come across. "Next year we want to celebrate 100% quality pass rate again and that can only happen if you listen to your teachers and dedicate yourself to your studies “He further said

    The Mayor motivated everyone by saying that learners are the future leaders “In 2017 you must work very hard, don’t pick wrong friends and succumb to peer pressure. This is your government; we are here to support you”. She further said challenges such as a lack of proper buildings; equipment and furniture should not prevent academic excellence nor be used as an excuse for poor performance. The municipality is proud of all learners who did well in the 2016.  The teachers should encourage hard work. “We plead with principals to report challenges during the year and not wait for visits such as these to report their problems,”

    The visit continued to the Lebowakgomo circuit in the school called Kopano Senior Secondary School. Capricorn District Municipality Chief-whip engaged directly with educators and School Governing Body at the school since it didn’t do well. The leadership visited the school to encourage the educators to work hard and smart in order to change the learning environment and behaviour within the school and improvement of the results from the current 45.9%.

    Capricorn District Municipality in partnership with Department of Education promised to be involved in the education of Lepelle-Nkumpi Municipality child throughout the year, they made an undertaking that these school visits will be annual Programmes to ensure that education issues are given priority and attention they deserve in the district.

    16 Days of Activism against Women and Children Abused Launched in Lepelle-Nkumpi

    President Jacob Zuma has officially launched the 16 Day of Activism against Women and Children Abuse in Lebowakgomo Civic Centre. The 2016 event will be marked under the theme "Count Me In: Together Moving a Non-Violent South Africa Forward".

    Speaking at the event, President Zuma said the theme urges all South Africans to fight this scourge against women and children. As part of the campaign, Government will also convene a series of National Dialogue Sessions on Violence against Women and Children across the country towards finding collective solutions to end the abuse in communities.

    He said the campaign is about uniting all behind one message that women and children must feel safe in our country. The United Nations has proclaimed 25 November as International Day of No Violence Against Women.

    Zuma said each year this day is used to take stock of progress made in fighting the abuse directed at women and children. He said: Government is determined to use all resources at its disposable to make the country safer for all women and children."

     

    The 16 Days of Activism for No Violence Against Women and Children is an international awareness-raising campaign. It takes place every year from 25 November (International Day for the Elimination of Violence Against Women) to 10 December (International Human Rights Day). The period includes Universal Children’s Day and World AIDS Day.

    Capricon District Mayors Inaugurated

    Hundreds of Capricorn District residents converged at Blouberg Municipality – Ben Seraki Sports Complex, Sekiding sa Maponte Village to witness the district’s joint mayoral inauguration ceremony including that of the Executive Mayor and four local municipalities’ mayors. Cllr. John Mpe Executive Mayor of Capricorn District Municipality, Cllr. Thembi Nkadimeng Mayor of Polokwane Municipality, Cllr. Nakedi Sibanda Mayor of Lepelle-Nkumpi Municipality, Cllr. Edward Paya Mayor of Molemelo Municipality and Cllr. Solly Pheedi Mayor of Blouberg Municipality were inaugurated.

    Among those present at the packed-to-full-capacity Sports Complex were Kgosi Ngoako Maleboho, Mme Mmakoma Makhurupetje, Limpopo MEC for Coghsta, Traditional leaders, Non-Governmental Organisations and community based organizations as well as religious leaders and the business sector.

    In his speech acceptance speech John Mpe, Capricorn District Municipality Executive Mayor made a promise to the people of Capricorn that one of the things that he will deal with is the immediate provision of clean drinking water to all communities. “It can never be accepted that our people are allowed to drink water with animals twenty one years after democracy. I'm aware that there is drought all over the country, but there are certain things we can do most immediately to mitigate the challenge of water. As a start, we encourage communities to save water.”

    The joint inauguration ceremony was officiated by the MEC for Cooperative Governance, Human Settlement and Traditional Affairs (CoGHSTA), Makoma Makhurupetje in her speech she thanked the people of Blouberg and of the entire Capricorn district for voting during the local government elections. “We should give ourselves as big round of applause for making sure that we retain all the municipalities in this district under the leadership of the ANC. Your votes show that people are unanimous in their call for the ANC to continue implementing its programme of building people's power in every community.”

    She further said “The time for renewal is upon us. This is a moment of renaissance to the millions of people who call this district their home. With this inauguration, I'm hopeful to see more changes coming our way - much sooner rather than later. For the people of Capricorn district this term of office must mean something different from how we used to do things in the past.”

    Like eagles in the sky, let us mount our wings and soar even higher. The sky is the limit. This is a new day for all of us - there is no going backwards. Capricorn District belongs to us and together we can make it a home for all.

    FIRST LNM COUNCIL INAUGURAL MEETING

    Lepelle-Nkumpi Local Municipality held an Inaugural Council Meeting to officially swear-in its new council members at a ceremony on the 18th of August 2016 at the Lebowakgomo Civic Centre Hall.  The ceremony sworn in 60 Councillors. These councillors consist of 30 PR councillors and 30 Ward councillors.

    The meeting was chaired by the Acting Municipal Manager; Ms. Lovey Modiba who announced the new council members. The new council swore under oath in front of the Thabamoopo Senior Magistrate; Mr. Makola  and all in attendee, to be faithful, obey, respect and uphold the Constitution and all other law of the Republic and the Bylaws of the Lepelle-Nkumpi Municipal Council, and undertake to hold office as councillor with honour and dignity and conscientiously perform the functions of the office.

    Cllr. Phukuwe Barnard Ntsoane was nominated for the position of Lepelle-Nkumpi Council Speaker, unopposed and took over chairing of the meeting.

    The second voting process dealt with the Executive Committee members. Incoming councillors are as follows: Aaron Mphaisheng Mogashoa (ANC), Moraka David Themane (ANC), Maria Ramokolo (ANC), Linah Ramaesela Mphahlele (ANC), Arnold Mabote Makgati (ANC), Sabulon Mphofela (ANC), Nakedi Sibanda (ANC), Rufus Mphahlele (EFF), Ezekiel Dingaan Maluleka (EFF), Fani Tsela (DA).

    The meeting elected Cllr Nakedi Sibanda, unopposed, as the Lepelle-Nkumpi Mayor and Cllr Tshwaledi Andries Thobejane, unopposed, as Chief Whip of the Council.

    A proportional system was also used for the district council seats. After calculations by the Independent Electoral Commission (IEC), and a formal vote, the ANC was given four district council seats, and two  for EFF as follows: Cllr Mathabatha Peter (ANC), Cllr Makgahlele Mmamashele (ANC), Cllr Mamorotoba Lettie (ANC), Cllr Ledwaba Evah (ANC), Cllr Itumeleng Ratau (EFF), Cllr Rababalela Sherley (EFF)

    With the formalities concluded, incoming Mayor, Nakedi Sibanda-Kekana gave her first speech, which made mention of the importance of women in the history of South Africa. She also called on local government to be a catalyst of change and service delivery.

    “People of Lepelle-Nkumpi have spoken. 67, 15% of our electorate gave ANC the mandate to govern this municipality for the coming five years. They want us to build better communities together advance people’s power in every community.” Cllr Nakedi Sibanda-Kekana said her aim was to bring transparent governance to the people of Lepelle-Nkumpi, and thanked the ANC leadership for placing faith in her ability to lead.

    “Some of our people still do not have access to proper basic services and live in abject poverty; more than two thirds of our households require grants from the government to survive from one month to the next; and our unemployment rate is unsustainably high.” “In addition, we are still dealing with the scourge of HIV/AIDS, as well as TB and other curable diseases. These and the social ills of crime are a reflection of the poverty of our residents.

    Our people come first in everything we do, let us work hard and absorb the pain in order to be remembered for what we did. We are here to serve all the people of Lepelle-Nkumpi. Working together we can advance the people’s power in every community.” Said the Mayor

    “We are now elected as honourable councillors, to serve and to be good mirrors of our community and also empower ourselves to the tasks at hand. In doing everything, we also need to be responsible”, gratified Nakedi Sibanda-Kekana.

    “As the Mayor I am committed to work as part of and with the Executive Committee, the Municipal Council and the Administration and everyone else who is committed to working towards the realisation of the ideas of our people”, concluded the Mayor.

    LNM CELEBRATED SPRING DAY

    Lepelle-Nkumpi Local Municipality Mayor Cllr Nakedi Sibanda, Executive Committee (EXCO), Acting municipal Manager Ms. Lovey Modiba and LED unit celebrated the Spring Day by handing over flowers to motorists at Zone F traffic intersection in Lebowakgomo on September 1, 2016 under the Theme: “Tourism for all – promoting universal accessibility.”

    The campaign was aimed at celebrating this special day with our communities and making them feel special, make public to be aware about tourism Month in Lepelle-Nkumpi and participate in the National, Provincial and District tourism programmes.

    Mr Matee Seduma, Local Economic Development Manager briefly explained the purpose of the event by saying “Spring Day coincides with the official start of Tourism Month which is celebrated annually during the month of September with the aim to encourage South Africans to travel domestically to get a better understanding of the affordable, exciting and world class attractions that are available in the various parts of the country”.

    “Throughout September LED unit will be focusing on encouraging more people to embark on leisure activities and visiting some of projects in Lepelle-Nkumpi which are part of the Kruger to Canyon Biosphere (K2C) at Ga-Mathabatha / Mafefe areas.

    COMPLETON OF IDP/BUDGET MAYORAL IMZIBIZO USHER IN NEW FINANCIAL YEAR

    As municipalities are nearing the end of the current mandate term, Lepelle-Nkumpi Local Municipality is geared up for the new Council term and financial year by consulting with all its stakeholders on the Integrated Development Plan (IDP) and budget.

    The Municipality held Mayoral Izimbizo in all clusters to allow communities to engage and make input on the service delivery plans for next Council term (2016-2021) and its three years budget (2016-2019). The Izimbizo have also been in line with Section 23 (1)(a) of the Local Government: Municipal Financial Management Act 56 (MFMA) of 2003 which states that when the annual budget has been tabled, the Municipal  Council must consider (a) the local community; and 23 (3) which states that the National Treasury may issue guidelines on the manner in which Municipal Councils should process their annual budgets, including guidelines on the formation of a committee of Council to consider the budget and to hold public hearings.

    The consultations kick-started with Magoshi during the IDP/Budget Stakeholders Representative Forum, thereafter the Municipality visited communities for consultations. The municipality’s draft IDP and Budget was tabled and presented the Mayor, Cllr Ivy Phaahla. The Izimbizo took place in Ga-Seloane, Lebowakgomo Zone A, Tooseng, Seleteng, Mogoto, Mahlatjane and Lebowakgomo Civic Centre covering all the 29 wards which are under Lepelle-Nkumpi Municipality.  Executive Committee Members (EXCO), Ward Councillors, Ward Committees and officials from municipality joined the Mayor during these consultations with communities at large. The attendance was very positive throughout the IDP/Budget Mayoral Izimbizo.

    In her speech the Mayor, Cllr Ivy Phaahla indicated that, “Lepelle-Nkumpi has high levels of poverty, with about 15% of households without any form of income and the majority of our families depend on social grants. The largest sectors contributing to employment are government, community and retail services which together contribute 65% of employment. “Unemployment is still high at 48% although there is a decrease from the 61% in 2001”.

    Phaahla further stated that the municipality has a challenge of backlogs on provision of basic services, including water, sanitation, refuse removal, housing and roads. “A total 14501 (24%) households receive water below RDP standard, 29827 (50%) households require proper sanitation facilities, 47082 (79%) has no refuse removal services and only 4809 (8%) households are without electricity in our municipality”.

    The Mayor presented the 2016/2017 Medium Term Revenue and Expenditure Framework (MTREF) and outer years at about half a billion rands (R468 million.) “Total revenue from grants equals R272.8 million for 2016/2017, R276.2 million for 2017/2018 and R261 million for 2018/2019 financial year.  The budget indicates that the municipality is grant dependant as its highest contributor is income received from National Treasury for Grants and Subsidies at 58.21% for the 2015/2016, 57.15% for 2017/2018 and 54.38% for 2018/2019 financial year.  Revenue from Trading Services (property rates and refuse removal) for the 2016/2017 financial year is at R32, 9 million, 2017/2018 is at R34.8 million and R36.8 million i.e. 7.02%, 7.20% and 7.67% of the total budget.

    The Municipality also receive income from sale of water and sanitation services and agency fees from the Limpopo Department of Roads and Transport in line with the 80/20 agreement and Total operating expenditure equals R293 million, R329 million and R322 million for the 2016/2017, 2017/2018 and 2018/2019 financial years respectively”, the Mayor said.

    Out of the total capital budget of R168 million for the 2016/2017 financial year, R35.64 million will be funded through Municipal Infrastructure Grant (MIG), which is 30.07% of the total capital budget.

    This IDP and budget is strongly redistributive of the resources of the municipality and addresses the service delivery mandate that the municipality carry in line with the six Key Strategic Thrusts or KPAs of local government including: Institutional Transformation and Organisational Development, Basic Services and Infrastructure Delivery, Spatial Analysis and Rationale, Local Economic Development (LED), Good Governance and Public Participation, Municipal Financial Management and Viability.

    MAYORAL IMBIZO-AN OPPORTUNITY TO VOICE SERVICE DELIVERY ISSUES

    Residents and representatives of community stakeholders from Ward 15, 16, 17 and 18 came in numbers for an opportunity to interact with government leaders during Lepelle-Nkumpi Municipality’s Mayoral Imbizo (Lebowakgomo Cluster) held at Lebowakgomo High sports ground in Zone A. The Mayoral Imbizo is a two way communication system aimed at presenting the municipal service delivery report and community involvement in decision-making processes of the municipality.

    The Imbizo was led by Lepelle-Nkumpi Mayor, Cllr Ivy Phaahla, Executive Committee (EXCO) members, senior officials from the municipality and sector departments.

    The Mayor, Cllr Ivy Phaahla gave a service delivery report and future plans of the municipality. “This is a very important day here in ward 18 as we are giving a report on community development issues. This is testimony that the government of the day is serious about its electorate. Taking into consideration that you have decided to put everything aside to come and attend this event here today, it is important to thank you for forming part of this gathering”.

    The Mayor said the municipality is doing everything possible to improve the lives of local people. “We have implemented the following road projects in Lebowakgomo: Block paving of internal streets and road marking at Lebowakgomo Zone F, RDP Access Road in Ward 15, Upgrading of storm water drainage at Lebowakgomo Zone F in Ward 15; Tarring of Internal Streets in Zone S to BA in Wards 16 and 17. Others include lining of storm water drainage in Lebowakgomo Zone B in Ward 15; Upgrading of road from gravel to block paving at Lebowakgomo Zone F in Ward 15; Upgrading of road from gravel to block paving of street and storm water – Rockville to Tleane in Ward 18 and Tarring of internal streets in Zone S to Q access road in Ward 17

    Phaahla continued by saying, “Modern life requires us to firewood for heating and cooking, candles for lighting and connect all households to the national electricity grid. In partnership with Eskom, we have connected electricity to our population to ensure that people enjoy daily conveniences of lighting, cooking, refrigeration, heating and telecommunications. On that note we have electrified RDP Zone F in Ward 15”.

    The landfill site is complete and with the assistance of Capricorn District Municipality in managing it.  The appeal to community members is to dispose their domestic waste in an environmental friendly way, including waste from social events (wedding and funerals) and babies’ nappies. A forum for waste recyclers is used to share information and support each other for those already in recycling.

    On the matter of the new cemetery site, the Mayor gave a brief report on the ongoing progress that Thorisho Geotechnics and Project cc (TGP) was commissioned by Molemo Consulting Engineers to carry out geotechnical investigations across two sites in Lebowakgomo to inform authority and design process. The two sites are Parliament (25 hectares) and Ledwaba (50 hectares).  Under certain circumstances, the Division of Land Ordinance 1986 as well as within the requirements of Lepelle-Nkumpi Municipality, it is required that soil conditions of the portion of land be investigated and that a report containing the results of the investigations be submitted to complete the site giving process.

     A detailed geotechnical investigation was done for both sites and the results were favourable for both sites. A topographical survey, which forms the bases of designs, was also done for both sites.

    Communities were also granted the opportunity to ask questions and comments based on the presentation by the Mayor.  Simon Ledwaba, from Ward 15, complained about shortage of water in their area. “Residents sometime experience lack of water for two days in our area, can the municipality please look at this problem”, said Ledwaba

    A resident from Ward 16 appealed to the municipality that when building RDP houses it should be ensured that the indigent people who are on the Cooperative Governance, Human Settlement and Traditional Affairs (CoGHSTA) list should be prioritised as the first beneficiaries.

    On the issue of potholes, the Mayor assured residents that the municipality already has a plan in place to minimise the potholes. “We have heard your cry on the state of roads in your areas – like potholes, which seem to be a permanent feature in areas where we stay. This challenge remains with us and the Technical Services Department has in place a pothole maintenance programme”, the Mayor said.

     

    Besides individual community members who formed part of the Imbizo, other stakeholders included the Moral Regeneration Movement, Lebowakgomo Taxi Association, Department of Social Development, South African Police Services, and Lepelle-Nkumpi SANCO.

    EXCELLENCE REWARDED AT 10TH WARD COMMITTEE CONFERENCE

    Ward Committees are established as a catalyst for service delivery at a local sphere of government in terms of the Municipal Structures (Act 117 of 1998).  Lepelle-Nkumpi Municipality (LNM) recently held the 10th Ward Committee conference over two days at Oasis Lodge in Mokopane to honour these service delivery foot soldiers as their 5-year term comes to an end with that of Council in 2016.

    The Local Government: Municipal Systems (Act 32 of 2000) makes provision for public participation in Municipal processes of implementing and reviewing of Integrated Development Plan (IDP) and performance management monitoring.  The conference was attended by municipal Councillors, officials, Ward Committee members, Community Development Workers (CDWs) and Traditional Leaders.  In the spirit of cooperative governance, Speakers of Capricorn District Municipality (CDM), Cllr Maria Lekganyane, of Molemole, Cllr Moloko Moabelo, officials from Limpopo department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA), Public Works among others graced the conference.

    LNM Speaker, Cllr Nakedi Sibanda explained that the conference was held under the theme, “Working together we can move Lepelle-Nkumpi Municipality forward through public participation”.  Cllr Sibanda praised the path taken by Ward Committees, for their commitment and efforts which ensured that service delivery is enjoyed by the rural people of the municipality.  “Working hand in hand with Ward Councillors, you have been reporting on matters affecting the Wards you are serving. We really admire your spirit of public service and you have run a good race until the end”, said Cllr Sibanda.

     

    A report from municipality’s 29 Wards on delivery of services on areas such as water, electricity, housing, sanitation, roads, storm-water and drainage and social services including health, safety and security was also presented.

    Various presentations were made regarding the capital projects for 2015/16, Independent Electoral Commission (IEC) on elections, ESKOM on how to save electricity, sector departments regarding Expanded Public Works Programme (EPWP) status quo in the municipality and Back to Basics Report.

    The importance of capacitating Ward Committees as a way of improving their skills towards working with the communities in reinforcing Back-to-Basics model as adopted by the Presidential Summit on local government by putting people first “BathoPele” was also highlighted.

    In her message of support, Speaker of CDM, Cllr Maria Lekganyane said, “As the country is celebrating 22 years of freedom and democracy, we must acknowledge the achievements made such far in dealing with service delivery challenges. Our communities want us to redouble our efforts in addressing the triple challenges which are unemployment, poverty and inequality as identified in the Integrated Development Plan”.

    LNM Mayor, Cllr Ivy Phaahla applauded Ward Committees for their good work. “We thank you for being loyal servants throughout the term. Through ward committees and communities we have established a strong, accountable, transparent and resilient municipality”.

    The Mayor further emphasised that, “There are massive developments like Lebowakgomo Mall and Zebediela Plaza. Many of our people have taken advantage of water and electricity infrastructure to further improve the quality of their lives. We will continue to intensify implementation of the Back to Basics programme in order to ensure continuous improvement on good governance and accountability”. 

    A gala dinner was held to honour all stakeholders including ward committees who made extra effort in ensuring that the municipality achieves its strategic objectives. All Ward Committees members were awarded certificates of appreciation as a way of honouring their five years’ service to the municipality.  Overall awards categories were: Best Ward Committees, Best Community Development Worker, Best Photocopier Operator, Best official in Council Support, Best Manager, Best Senior Manager, Best Ward Councillors and Best Cluster Portfolio Committee Chairperson.

    LNM Mayor, Cllr Ivy Phaahla congratulated all awards winners, saying, “The collective presence of municipalities here today brings meaning to the motto of the municipality which is ‘Motho ke motho ka batho’. We hope this will lead to an improved service delivery in the local sphere were others are also motivated to excellence”.

    PREMIER CHUPU MATHABATHA LED THE COMMAND COUNCIL TEAM TO MONITOR COMPLIANCE ON COVID-19 LOCKDOWN REGULATIONS

    The Premier of Limpopo Stanley Chupu Mathabatha accompanied by the MEC for Transport and Community Safety Ms. Mavhungu Lerule-Ramakhanya, MEC for Social Development Ms. Nkakareng Rakgoale, MEC for Health Ms. Phophi Ramathuba, MEC for Local Economic Development, Environment and Tourism Mr. Thabo Mokone, MEC for Cooperative Governance, Human Settlements and Traditional Affairs Mr. Basikopo Makamu, Executive Mayor of Capricorn District Municipality Cllr. John Mpe, Mayor of Lepelle-Nkumpi Municipality Cllr. Meriam Molala and the Provincial Commissioner of the South African Police Service, Lieutenant General Nneke Ledwaba accompanied by his provincial top management took part in the monitoring and compliance of lockdown operation on COVID-19 which was conducted in Lepelle-Nkumpi.

    The operation started at Seleteng, Ga-Mphahlele and proceeded to Maijane, Mashite, Makurung, Tooseng, Blydrift and ended at Malatane village, Ga-Seloane, whereby the following arrests and successes were achieved: twenty-four people were arrested for failing to confine themselves at their respective homes, three business owners were arrested for operating without permits, one person was arrested for selling cigarettes, ten liquor outlets were visited and found closed, eight shops were visited and found to be compliant, one suspect was arrested for smoking dagga in public and one shop owner was arrested for producing a false operating permit.

    The premier was satisfied with the overall compliance by the residents of Lepelle-Nkumpi Municipality "we have found that the majority of the residents are responding with patience and understanding despite the considerable hardship, while the majority of the residents of Lepelle-Nkumpi continue to respect the rules of the lockdown and the rights of others, there are some among them seeking to exploit this crisis for their own sinister ends". The premier further appealed to every citizen of Limpopo to heed the call by the State President Cyril Ramaphosa of observing the rules and regulations during the lockdown period.

    After the monitoring the MEC for Social Development, Ms. Nkakareng Rakgoale and Mayor Cllr. Meriam Molala together with the South African Social Security Agency (SASSA) officials stopped by a household at Lebowakgomo, Zone-B to deliver food parcels. The relief was meant to assist the beneficiary as he is still waiting for SASSA to verify his application, after his disability grant lapsed in March 2020.
